As part of the consortium of partners implementing the Gender Leadership, Equity, and Advancement for Development (LEAD) Project funded by the U.S. Agency for International Development (USAID), PRB will develop and launch a community of practice (CoP) focused on menstrual health and hygiene (MHH) exclusively USAID staff. Gender LEAD will work with the Agency's Gender Equality and Women's Empowerment Hub (GenDev) to promote gender equality and women's empowerment across USAID's program cycle. Specifically, the program will provide technical assistance, forward-leading programmatic support, thought leadership, and knowledge dissemination in gender integration to USAID Missions and Bureaus across sectors and focus areas. PRB is seeking a consultant to support our robust Gender LEAD portfolio of MHH CoP activities.

Tasks and Deliverables

The consultant will serve as an advisor to PRB's Gender LEAD project MHH portfolio, providing technical leadership and expertise to guide activity planning and implementation. In particular, the consultant will provide direction and support to PRB staff on analyzing and engaging in MHH-related cutting-edge issues and topics in line with the project's experience, funder priorities, and knowledge of current dialogue and state-of-the-art approaches in MHH and gender fields. The consultant will also advise PRB on connecting with gender and MHH networks and partners in USAID priority countries.


Anticipated LOE is 10-15 days between May 1, 2024 and September 30, 2024, with a possible extension. Applicants with prior experience supporting a USAID contract are preferred.

Specific tasks may include:

  • Providing input to PRB on emerging and cutting-edge MHH and gender topics and research to integrate into COP activities;
  • Attending meetings with USAID and supporting PRB's Gender LEAD team to prepare necessary meeting materials;
  • Identifying and connecting PRB to national and regional gender networks in USAID priority countries, as well as gender champions from the Global South;
  • Brainstorming innovative activities to engage CoP members and implement recommendations emerging from the findings of a member survey;
  • Brainstorming ideas to raise awareness of the MHH CoP at an upcoming USAID-hosted conference;
  • Providing technical expertise in the conceptualization and planning of CoP meetings, including completing necessary research in preparation for meetings event and attending planning meetings with presenters;
  • Reviewing and/or contributing to written content and products produced by PRB;
  • Designing a capacity strengthening training for USAID staff on integrating MHH within programming;
  • Developing an innovative welcome packet for MHH CoP members outlining the benefits of membership;
  • Other support as deemed prudent and feasible by the consultant and PRB.

Deliverables for the SOW may include:

  • Regular check-in calls with members of the Gender LEAD Project Management Team (at PRB) and calls with USAID.
  • Feedback on written content and products produced by PRB.
  • A welcome packet for MHH CoP members.
  • Proposal for a capacity strengthening training for USAID staff.
  • Proposal for recommendations for implementing activities in response to feedback collected from a MHH CoP member survey.

The Consultant will work closely with and under the oversight of the PRB Agreement Manager. Due dates and specific requirements will be based on mutual agreement as required and appropriate. Due dates may be changed based upon prior approval and mutual agreement with the PRB Agreement Manager.


Daily rate: $784.00
