Job Summary

This position will play a pivotal role in spearheading business development initiatives, proposal development, and managing programs. The successful candidate will prioritize initiatives related to the Department of Homeland Security (DHS), DHS Components (such as TSA, CBP, CISA, etc.), followed by the Department of Defense and the National Aeronautics and Space Administration (NASA). Successful candidates will bring extensive experience in proposal management, a deep understandingDHS, DoD, or NASA processes, and a proven track record of strategic thinking and client relationship management.

Years of Relevant Experience

The position requires minimum of 10+ years of experience in business development and program management within a government contracting environment. Successful business and proposal development experience is key.

Specific experience within the Department of Homeland Security or DHS Components (such as TSA, CBP, CISA, etc.) is required. Additionally, experience within DoD and NASA is preferred.

Essential Job Functions

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position. Other duties may be required and assigned.

* Develop and implement a comprehensive business development (BD) strategy for Cobec's DHS Blanket Purchase Agreement (BPA) with a primary focus on cost and data

* Develop and Implement BD strategy for DoD and NASA

* Lead the development of task order responses and proposal development, ensuring high-quality, competitive, and timely submissions.

* Build and maintain strong relationships with strategic decision-makers/POCs

* Provide billable consulting services to our clients. Candidate must help to identify and secure their own billable work

* Lead and/or support Service Delivery responsibilities on Task Orders as assigned ensuring client satisfaction and alignment with DHS objectives and requirements (assist with billable on DHS task orders to gain a deeper understanding of client needs and strengthen client relationships.

* Individuals will be required to contribute effectively to working groups through oral and written communication and cooperative working relationships.

* Develop, foster, and maintain strong relationships with clients, aligning offerings with their requirements.

Education Requirements

Bachelor's degree required, Master's degree is a plus and may count as additional years of experience.

Skills Requirements

* Proven experience in business development within government contracting space, specifically DHS and/or DoD/NASA.

* Demonstrate a motivated and achievement-oriented attitude with a proven track record of business growth.

* Collaborate with team members and partners, leveraging collective strengths in proposals to showcase capabilities to potential clients.

* Possess strong communication skills, both written and verbal, for effective internal and external interactions.

* In-depth knowledge of federal procurement processes and regulations

Security Requirements

Must be a US citizen or a legal resident for three of the past five years. Must meet eligibility requirements for a US Public Trust, Secret, and/or Top Secret security clearance as
