Anticipated Travel: Travels internationally in support of capacity strengthening efforts with USAID missions and partners a possibility, up to 3-5 trips a year (if possible)

Background:

The United States Agency for International Development's (USAID's) Gender Equality and Women's Empowerment Hub (GenDev), is one of five Hubs within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI). GenDev advances gender equality and women's empowerment as fundamental for the realization of human rights, and key to effective and sustainable development outcomes. The Hub collaborates with Operating Units (OUs) across the Agency supporting USAID's programming globally, in all sectors. It promotes evidence-based gender equality and women's empowerment programming throughout the Agency through its technical outreach and thought leadership, training, technical assistance, and communication outreach.

USAID Gender Equality Objectives:

  • Reduce gender disparities in who accesses, controls, and benefits from economic, social, political, legal, educational, health, and cultural resources, as well as wealth, opportunities, and services;
  • Strive to eliminate gender-based violence (GBV)and mitigate its harmful effects on individuals and communities, so all people can live free from violence;
  • Increase the capability of women and girls to fully exercise their rights, determine their life outcomes, assume leadership roles, and influence decision-making in households, communities, and societies; and
  • Advance structural changes that address the root causes of gender inequality and promote equitable gender norms.

Position Objective:

The Gender Advisor, Climate Change Advisor will provide technical assistance in USAID priority environment and climate sectors and leads training and capacity building related to the integration of gender into USAID climate and environment programming. The Gender Advisor is embedded within USAID's Gender Equality and Women's Empowerment Hub (GenDev) and ensures that programs funded by GenDev not only reflect USAID's priorities related to gender equality and women's empowerment, but also advance the agency's related policies and strategies, such as the Biodiversity Policy and the Climate Change Strategy. In addition, the Gender Advisor will contribute to the coordination, development and implementation of the US National Strategy for Gender Equity and Equality. This full-time role is fully embedded within USAID's GenDev team and is based in the Washington DC area. This position has a hybrid work schedule with anticipated work from the office at least once a week.

Scope of Work:

  • Provides technical leadership on program design; leading integration of gender into a wide range of USAID climate and environment,
  • Serves as Gender Advisor to select Teams and OUs within the agency, specifically the Biodiversity and Natural Climate Solutions teams within the Center for Natural Environment and to the Center for Climate-Positive Development
  • Collaborate with Missions and provide guidance on gender integration in design of gender-responsive environment activities
  • Represents GenDev and provides technical leadership at the interagency level, such as providing USAID's inputs on interagency UNFCCC gender and climate policies and by providing USAID's technical inputs on national strategies and policies addressing gender and climate
  • Supports development of guidance materials and other learning resources designed to increase the integration of gender into climate and environment programming throughout the agency
  • Provides knowledge management and communications guidance and support
  • Serves as Activity Manager for relevant USAID environment and gender programs and partnerships
  • Represents GenDev externally and internally including at Missions and the Interagency, providing technical leadership on gender in climate and environment policies and strategies.
  • Leads efforts to advance gender-responsive climate action within USAID's implementation plan for the US Government National Strategy on Gender Equity and Equality through tracking and monitoring progress, providing technical assistance, and garnering support from USAID missions
  • Develops and maintains positive and productive relationships with colleagues and co-workers across USAID
  • Stays current with technical advancements in the field of climate, gender, and international development.

The day-to-day management direction and oversight for this position will be provided by a designated member of GenDev staff.

As a contractor, this position will not perform "inherently governmental functions," including the supervision of non-contractor personnel, or the signature/approval/authorization of commitments on behalf of the US Government.

Minimum Qualifications:

  • Master's degree in an appropriate area of specialization, plus at least 8 years of relevant professional experience, or a Ph.D. in a relevant area of study and 3 years of experience;
  • Experience with relevant topics such as mainstreaming gender into climate change and development programs, climate adaptation, climate change mitigation, equity, and climate finance required
  • Experience working at the intersection of gender and international development required
  • Experience analyzing and synthesizing quantitative and qualitative data, including programmatic results gleaned from monitoring and evaluation efforts
  • Experience with and/or knowledge of USAID programming, approaches, monitoring and evaluation, and policy, including USAID climate policy and programming and/or USAID gender and women's empowerment policy and programming required
  • Strong verbal and written communication skills;
  • Ability to prepare and deliver quality documents, presentations, and briefings to executive management;
  • Strong work ethic with a solid customer service focus;
  • Strong attention to detail;
  • Ability to work well independently and as part of a team;
  • Ability to multitask in a fast-paced, deadline-driven, and high visibility environment;
  • Familiarity with Microsoft and Google Suite of products;
  • Compliance with all Federal or Agency COVID requirements to access Agency facilities, such as vaccination/public health requirements; and
  • Must be a U.S Citizen and able obtain and maintain a security clearance. Applicants with an active security clearance will be given preference.

Preferred Qualifications:

  • U.S. Government/USAID experience or knowledge of how USAID works;
  • Experience working with partner government representatives, international organizations, civil society organizations, donors, or implementing development partners; and
  • Experience working in an international development context.
  • Preferred areas of study include international development, gender, climate adaptation or mitigation, economics, environment, or a related field
