Summary:

Goldbelt Apex LLC is seeking a highly experienced Program Manager for a five-year contract with the Department of Health and Human Services (HHS) Office of the Assistant Secretary for Preparedness and Response (ASPR). As part of the Office of Emergency Management (OEM), the Program Manager will play a critical role in leading the company's support to our government client in response to natural disasters and complex humanitarian emergencies. This position requires a strategic thinker who can provide oversight and guidance to ensure our support is efficient and effective. The ideal candidate will have experience in emergency management and a proven track record of success in leading teams to achieve results.

Responsibilities

Essential Job Functions:

    Successfully build and execute a large, 100+ person team in areas such as impact assessments, crisis communications, and operational coordination.
  • Manage the contract, budget, recruiting, reporting, and process development of the operation(s).
  • Be the point of contact for rapid task order response and on-call shifts in the event of an emergency response.
  • Build a knowledge base of client policies and procedures to effectively communicate with clients, identify needs, and evaluate alternative business solutions.
  • Continually seek opportunities to increase customer satisfaction and deepen client relationships while achieving operational objectives.
  • Provide technical direction and guidance to staff to ensure requirements and expectations are clear, progress toward results is monitored, and all activities are performed in compliance.
  • Identify risks and appropriate mitigation strategies and manage multi-tiered projects and/or multiple projects simultaneously.
Qualifications

Necessary Skills and Knowledge:

  • Track record of providing efficient, effective operational / program management execution.
  • Ability to identify and escalate contractual issues.
  • Knowledgeable of techniques to anticipate and resolve program inefficiencies.
  • Must be able to adjust to changes in priorities, schedules, and budget to ensure program outcomes.
  • A strong sense of urgency and ability to manage deadlines.
  • Outstanding written and verbal communication skills, experience providing presentations to large groups.
  • Ability to build relationships.
  • Proficiency with all MS Office products and Adobe Acrobat.

Minimum Qualifications:

  • Master's degree in Computer Science, Information Systems, Engineering, Business, Education, Management Sciences, Psychology, Human Resources Development/ Management, or other related discipline.
  • Minimum 10+ years of progressive experience leading program management during steady state and disaster-response operations.
  • Experience managing large, complex teams in federal agencies such as FEMA, ASPR, or State-level organizations.
  • Ability to successfully pass a background check.
  • Must be a US Citizen.
  • The position is primarily remote, however, must have the capability to travel to any disaster field office in the United States upon notification.

Preferred Qualifications:

  • PMP certification.
  • Experience in government contracting or related industries.

The salary range pay for this position is $150,000.00-$200,000.00 annually.
