Departmental Overview

Residential and Student Service Programs (RSSP) is part of the Division of Student Affairs under the direction of the Associate Vice Chancellor. RSSP provides student housing, residential life programs, self-operated dining services for undergraduate and graduate students and their families, and child care services for students, faculty, and staff; it also conducts a year-round conference business, operates eleven campus restaurants, and manages twenty-six faculty apartments.

Position Summary

This position supports the RSSP senior leadership team by performing high-quality and timely research, analysis, and project support for a wide range of issues that span strategic planning, organizational development, human resource management, financial planning and process improvement. This position conducts analytical studies on a variety of policies, projects, programs, and issues in support of all RSSP functions including Housing Administration, Housing Facilities, Cal1Card, Early Childhood Education Program, Graduate & Family Living, Dining. The incumbent assists in policy and program planning, development, and administration; interprets, monitors, and analyzes information regarding policies and procedures; and provides consultative services to the RSSP leadership team.

Responsibilities

Strategic Planning:

  • Provides direct strategic support to the Office of the AVC senior leadership team for project planning, implementation, monitoring, and evaluation of policies, systems, and processes related to various RSSP areas.
  • Proposes, leads, and/or participates on planning committees and working groups that cross organizational lines.
  • Collaborates with partners to coordinate the development, implementation, and monitoring of new programs and processes, with an eye toward ensuring diversity, equity, inclusion and belonging.
  • Guides and directs planning which may include senior management, faculty, and/or external constituencies.
  • Tracks, forecasts, and reports on project progress, incorporating metrics and addressing challenges related to ongoing initiatives within RSSP, with a focus on precision and strategic foresight.

Analytic Support:

  • Provides analyses for complex budget, financial, data, systems, and resource projects working directly with all levels of managers.
  • Creates models and dashboards to identify, forecast, and analyze problems to address business needs.
  • Develops tracking and reporting processes for key performance indicators (KPIs).
  • Monitors and analyzes changes in external regulations, legislation, and UC policies for impact on the Campus as it relates to RSSP operations.

Process Improvement:

  • Works collaboratively with staff and managers, and specific groups within RSSP (e.g., Social Justice Action Team) to identify areas in which RSSP could improve equity and/or create a greater sense of inclusion and belonging for staff
  • Conducts comprehensive analyses of existing workflows, systems, and procedures to identify and address bottlenecks and inefficiencies.
  • Designs and implements sophisticated, data-driven process improvement strategies aimed at elevating productivity and reducing operational costs.
  • Fosters collaboration with cross-organizational departments and external entities to ensure seamless and successful implementation of advanced process improvements.
  • Performs post-implementation analyses, identifying areas for further enhancements, nuanced distinctions, and additional components for process refinement.

Reporting and Communication:

  • Using subject matter knowledge, collects and prepares information in the most effective presentation format that synthesizes generally complex data and issues into easy-to-understand formats for both technical and non-technical stakeholders.
  • Communicates verbally and in writing in a professional and customer-oriented manner to students, staff, faculty, parents/families, and visitors regarding RSSP- and project-specific information.
  • Prepares directives, regulations, and other instructions for issuance to departments.
  • Works on sensitive and/or confidential issues requiring careful attention to priorities, protocol, accurate and appropriate information, etc.
  • Coordinates efforts with a variety of external and internal contacts, including Student Affairs Leadership, Student Affairs IT, Residential Life, RSSP Leadership, and HR Partners.

Other Responsibilities:

  • Supervises and directs the work of a team of 3-5 student analysts.
  • Coordinates initiatives to support an inclusive work environment, including the Technology & Translation Support Suite, English Language Learning course offerings, and in-person training from campus partners.
  • Serves as a member of the RSSP Analyst Team and may be needed to support divisional objectives in addition to regular responsibilities.
  • Engages in professional development opportunities including internal courses as well as business meetings and conferences with external organizations.

Required Qualifications

  • Demonstrated analytical/problem-solving and critical thinking skills.
  • Strong communication and interpersonal skills to communicate effectively with all levels of staff; both verbally and in writing.
  • Interpersonal skills include service orientation, active listening, persuasiveness, and organization in concert with political acumen and ability to work respectfully and civilly within a large, diverse organization.
  • Working knowledge of research methodologies, statistical analysis and related tools with demonstrable strong skills in analyzing and synthesizing large amounts of data with strong attention to detail and accuracy for preparing sound and relevant proposals.
  • Knowledge of common administrative management systems and procedures in general (HR/Payroll, Finance, Purchasing, Customer Relationship Management, etc.) with campus systems preferred (or demonstrated capacity to learn and adapt quickly) in order to access and gather internal data.
  • High level of proficiency with desktop productivity tools (including word processing, visual processing, spreadsheet, database applications, MS Office/Google Suite, etc.) to organize and deliver high value results in a fast-paced customer driven environment.
  • Solid ability to multi-task with effective time management skills to complete goals/objectives demanding timeframes.
  • Demonstrated ability to use sound judgment and appropriate discretion in responding to issues and concerns and use discretion and maintain all confidentiality.
  • Proficiency in project management tools and techniques.
  • Knowledge of and/or can quickly learn University and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences.
  • Bachelor's degree in Business Administration, Data Analysis or related area and/or equivalent experience/training.

Preferred Qualifications

  • Familiarity with business process analysis.
  • Familiarity with university-level residential programs and services (housing and dining, child care, etc.).
  • Experience with programs/policies that promote diversity, equity, inclusion and belonging.
  • Experience with data visualization tools and business intelligence platforms, such as Tableau.
  • Master's degree.
  • CBAP, PMP, Six Sigma, or related certification.

Salary & Benefits

This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for UC Benefits.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.

The budgeted salary or hourly range that the University reasonably expects to pay for this position is $85,000.00 - $105,000.00.
