Policy Director

Turn Forward — a national nonprofit dedicated to advancing an ambitious vision for American offshore wind power — is seeking a Policy Director to enhance and accelerate federal policy progress to support offshore wind development. The role will work closely with the Senior Director of Strategy and Advocacy and, alongside other team members, report to Turn Forward’s Head of Team Impact and Operations.

The Policy Director will join our team during a critical time. With an upcoming election that could significantly shift the political landscape, your expertise and strategic vision for influencing policy will be instrumental in advancing our initiatives and safeguarding our mission. This is a unique opportunity to make a profound impact and shape policies at a crucial time in our nation.

This position is a full time, work-from-home hire, with a preferred location in the Washington, D.C. area to facilitate in-person federal advocacy. Created in 2022, Turn Forward is dedicated to advancing an ambitious vision for American offshore wind power that meets today's climate, economic, equity, and environmental challenges. New offshore wind projects are being constructed, and a fleet of projects are preparing to start building. While states and the federal government are advancing bold plans to spur the sector, economic challenges and anti-clean energy opposition facing the industry continue to intensify. At this fast-paced and pivotal moment for offshore wind power, Turn Forward is hard at work to ensure the benefits of this resource are broadly known while also helping to advance the policies and projects that will significantly expand offshore wind generation, deliver benefits to workers and communities, and protect marine and coastal resources. We are a philanthropy-funded, national organization working collaboratively with climate change, labor, community, and conservation organizations and other cross-sector allies to ensure a successful trajectory for offshore wind development in the U.S.

Position Summary
The Policy Director will lead the advancement and achievement of a federal, civil society-focused, pro-offshore wind policy agenda in coordination with the Turn Forward team and external partners. They will focus on Turn Forward’s interrelated policy goals: to advance far greater federal ambition for offshore wind and the approaches to large-scale deployment that can deliver worker, community, and justice benefits while cost-effectively advancing energy security and protecting our marine and coastal resources. They will lead the development and execution of Turn Forward’s policy agenda by conducting offshore wind policy analysis and research, developing policy recommendations, supporting the organization’s collaborative advocacy efforts, and serving as a Turn Forward’s point of contact with federal officials who can accelerate offshore wind development. The Policy Director will be expected to attend frequent in-person and virtual meetings with key federal officials and agencies. The role will work directly with Turn Forward’s Senior Director of Strategy and Advocacy and across the full team of staff and consultants to advance our policy work.

The Ideal Candidate
You are a passionate advocate for the future of offshore wind, with a reputation for innovating and leading successful policy advocacy initiatives across sectors with a range of advocacy and/or community organizations. You are versatile, tenacious, collaborative, action-oriented, creative, and humble, and with the ability to move confidently through uncharted waters. You are solutions-oriented and able to create enthusiasm and momentum among your team and partners to efficiently implement overarching goals and objectives. You are a strong, supportive, and entrepreneurial leader who feels “at home” in a lean start-up environment where you wear many hats while comfortably navigating within larger institutional structures and governmental hierarchy.

Primary Responsibilities
  • Serving as an essential member of the organization’s in-house offshore wind policy team - including monitoring, interpreting, and regularly sharing and promoting (internally and externally) policy, regulatory, and political intelligence relevant to Turn Forward’s mission and the interests of the offshore wind industry in the U.S.
  • Informing the organization’s policy recommendations and leading its advocacy decision making process (regarding Turn Forward’s position + level of engagement) to ensure strategic organizational positions based on data, evidence, and collaborative engagement with a range of partners (e.g., regional alliances, advocacy organizations, industry).
  • Preparing and managing the organization’s technical advocacy communications (letters, comments in regulatory proceedings, direct dialogue with decision makers, issue briefs/memos, Turn Forward position statements, etc) in coordination with the Turn Forward team and external partners.
  • Contributing offshore wind expertise and supporting the Campaign Director and other Turn Forward staff in their preparation of talking points, message guidance, presentations, interview prep, and other external communications around offshore wind federal policy matters as needed.
  • Cultivating and maintaining favorable relationships with federal officials as Turn Forward’s point of contact. Facilitating dialogue and positive interactions for Turn Forward with a range of diverse partners to identify shared priorities and execute collaborative advocacy.
  • Managing and maintaining Turn Forward’s policymaker communications and their systems, including targeting lists for Congress and Administration officials and managing tailored and mass communication with policymaker offices using the POLITICO Pro Stakeholder Management tool.
  • Supporting Turn Forward’s organizational priorities, including contributing to building an equitable and empowering team culture, and supporting fundraising and impact evaluation and learning as needed.

  • Passionate about the need to advance an energy transition in the U.S. and advocating for pragmatic solutions to address climate change in the public interest.
  • Track record of leading successful policy advocacy initiatives, preferably at the federal level.
  • Track record of successfully researching, summarizing, and analyzing state and/or federal policies across a range of disciplines including energy, public lands, natural resources, tax, environmental justice, workforce development, and community benefits, and federal budget policies.
  • Demonstrated ability to build relationships and communicate effectively with federal government and agencies.
  • Demonstrated ability to work independently and operate in a fast-paced, dynamic startup environment that requires hands-on work at all levels of the organization and initiatives. Self-starter with the ability to think creatively and strategically and carry out responsibilities effectively.
  • Expertise in public policy, law, political science, or related fields.
  • Strong written and verbal communication, interpersonal, and analytical skills, including ability to communicate technical concepts to general audiences and to self-edit and produce high-quality content.
  • Strong personal organization skills and attention to detail; ability to manage multiple priorities and deadlines concurrently and respond quickly to changing dynamics.
  • Demonstrated equity competencies.
  • Experience working successfully across sectors with a range of advocacy and/or community organizations.
Salary and working conditions:
This position is a full time, work-from-home hire, with preference for a candidate located in or near Washington D.C. The range for this position is $120,000-140,000 depending on level of experience and expertise.
