Job Description

MINIMUM SKILLS & REQUIREMENTS:

  • 5 years' of experience of program management, financial, acquisition, and/or procurement for the US Federal Government
  • Bachelor's Degree or equivalent
  • Outstanding knowledge of Microsoft Office Software including: Outlook, Word, PowerPoint, Excel, OneNote, SharePoint, Teams
  • Ability to use Microsoft Project or willing to complete on the job training to become proficient
  • Outstanding written and oral communication skills
  • Creative problem solver
  • Organized and detail orientated while able to multi-task
  • Able to thrive in a fast-paced environment without frequent direct supervision
  • Build excellent professional relationships with internal and external stakeholders to ensure efficient operations
  • Based in the national capital region and work from the TRMC office in the Mark Center in Alexandria, Virginia; however telework is available
  • Secret security clearance

DESIRED SKILLS & REQUIREMENTS:

  • Department of Defense experience
  • Experience with construction or infrastructure projects
  • Experience working for a government program office overseeing contracts
  • Familiarity with Federal Government budget and appropriations processes
  • Experience working with RDT&E (Research, Development, Test and Evaluation) funds
  • Familiarity with Office of the Secretary of Defense (OSD), Test & Evaluation (T&E), and Acquisition (AQ) communities
  • Experience developing and revising procedures

FILLING THIS POSITION IS CONTINGENT UPON FUNDING

PRIMARY DUTIES & RESPONSIBILITIES:

The Department of Defense (DoD) Test Resource Management Center (TRMC) plays a unique and critical role in supporting the warfighter. TRMC ensures that DoD components have the appropriate test and evaluation (T&E) infrastructure required to research, develop, field, and maintain military systems. Recently the United States has increased the pace of development of air vehicles that travel at hypersonic speeds (greater than Mach 5 or approximately 3,000 miles per hour). To enable these systems, the TRMC has established a project management team and has funded several major projects to modernize hypersonic test infrastructure. The duties described in this job description are critical to enable the project management team to oversee the execution of these projects. This is a newly established project management team and as a founding member, the ideal candidate would be excited to play a significant role in developing the processes that will facilitate program success.

  • Oversee the progress for program office operations on behalf of the lead
  • Develop various standardized data products to support tracking and reporting of project status
  • Lead the establishment of Microsoft Teams- and SharePoint-based communication and file management systems for the team, define organizational processes with the project lead and oversee implementation and compliance
  • Able to research existing DoD processes and work with other groups to develop efficient procedures monitoring projects
  • Backup project financial and schedule analysis staff. Backup contract specialist staff
  • Work with project administrative staff to develop an action item tracking system to ensure on-time completion
  • Support the project lead with project information for official correspondence for senior DoD and Congressional leaders, including memos and presentations
  • Follow administrative and sensitive data guidelines
  • Ensure that all products are of excellent quality and strive to improve based on feedback from project lead, government customer, and other financial analysts at TRMC
  • Other duties as assigned
