This position will be in support of the USU Office of Accreditation and Assessment.

HJF is seeking a Privacy Analyst II to Monitor, analyze and report organizational compliance with internal policies and external government regulations regarding personal data and privacy laws (e.g., GDPR for the European Union, DoD Privacy and Civil Liberties Program). Administer and update privacy guidelines and investigate non-compliance of privacy policies and regulations. Evaluate and recommend improvements for privacy controls and procedures. Conduct audits to ensure compliance and address potential issues proactively. Respond to privacy breach incidences. Ensure information privacy awareness of supported group and/or organization. Monitor, analyze and report organizational compliance with internal policies and external government regulations regarding personal data and privacy laws (e.g., GDPR for the European Union, DoD Privacy and Civil Liberties Program). This role will administer and update privacy guidelines, ensure information privacy awareness, audit to ensure compliance, investigate potential non-compliance issues and respond to privacy breaches.

Responsibilities

    Plan, develop, coordinate and establish operating methods and procedures for accomplishment of the privacy mission. Implement the privacy program objectives to ensure guidance and procedures comply with all applicable
    Federal privacy legislation, regulations, OMB guidance and DoD policies for integration of privacy as a foundation within systems.
  • Monitor organizational compliance with internal policies and external government regulations (DoD Privacy and Civil Liberties Program, Privacy Act of 1974) regarding personal data and privacy laws. Administer privacy guidelines and
    suggest improvements to privacy controls and procedures. Provide guidance on complex privacy and disclosure issues such as Privacy Act Requests.
  • Assist with office administration, record management, coordination of travel, and other essential office functions. May be responsible for other administrative activities such as planning, organizing and coordinating/managing various projects and/or services involving diverse administrative operations and supporting management with tools, reports and analysis of compliance with the rules, regulations, policies and procedures. Confer with other departments,
    officials and consultants to explain policies and procedures. Aide in the creation of presentations and may make presentations on assigned projects and programs.
  • Conduct audits and investigations of program non-compliance issues. Update guidelines and procedures as necessary.
  • Specific to information privacy: Conduct audits to ensure compliance and address potential issues proactively. Manage and respond to information privacy breach incidences and suspected breaches. Investigate non-compliance issues in concert with other functional areas (e.g. Cybersecurity, Legal, etc.). Formulate recommendations and prepare reports and correspondence. Conduct Privacy Threshold Analysis, Privacy Impact Assessments, meetings,
    Paperwork Reduction Act requirements and evaluating and updating System of Record Notices.
  • Develop and/or lead information privacy awareness efforts. Develop and deliver privacy training within the company and related entities.
  • May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.
Qualifications

Required Knowledge, Skills and Abilities

  • Knowledge and skill in applying analytical and evaluative methodologies along with qualitative and quantitative techniques to conduct reviews or surveys in support of the requirements established by the DoD Privacy and Civil Liberties Program. The incumbent should have a working knowledge of governmental privacy organization and mission, program goals and objectives, work processes and functions, and major issues.
  • Must have skill in preparing project papers, position papers, reports and skill in organizing and delivering briefings to facilitate understanding and acceptance of findings and recommendations.
  • Working knowledge of the Privacy Act of 1974 and the DoD 5400.11 - DoD Privacy and Civil Liberties Program. Familiarity with relevant guidance to maintain and protect the personal information of individuals.
  • Knowledge of planning and scheduling. Knowledge of conducting projects, studies and surveys to support the needs of the USU Privacy Office.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate both orally and in writing with a variety of individuals or officials at all levels of this organization.
  • Ability to use tact and diplomacy effectively in dealing with sensitive and controversial issues.
  • Ability to work independently and apply sound analytical judgment in resolving problems.
  • Ability to obtain/maintain a T1 and/or CAC Public Trust clearance.

Work Environment

  • This position will take place primarily in an office setting.

Education and Experience

  • Bachelor's Degree; Masters Degree preferred
  • Minimum of 3-5 years experience required

Physical Capabilities

  • Ability to stand or sit at a computer for prolonged periods.
