Position Summary

The Housing Program Manager will provide leadership and supervision of housing programs that support eligible individuals experiencing homelessness, at risk of homelessness to maintain housing, seek permanent housing or other housing options. Housing Programs may include but are not limited to Time-Limited Subsidy and Problem-Solving intervention. This position will also provide direct case management if needed. This position is wholly or partially funded by one or more government contracts; therefore, employment is dependent upon continued funds availability from the funding agency.

Salary Range

75K-80K

Essential Functions

  • Develop and maintain a strong working knowledge of the various funders contracts that support the housing programs.
  • Responsible for supervision and performance of the Housing Case Managers, and staff assigned to serve eligible individuals to ensure competition and maintenance of current documents required for the participants files, including intake document, assessment, individualized case plan, case notes, and exit report.
  • Ensure the case managers and staff assigned, provide the participants with advocacy for mainstream benefits including general relief, SSI, and other applicable Federal, state, and County assistance programs; update notes and recovery plans, prepare participants exit summary in the required format.
  • Ensure compliance with all applicable laws and regulations that govern the program including participants confidentiality laws and regulations.
  • Perform participants enrollments, including documenting participants eligibility, and assisting participants with acquiring documents needed for housing placement.
  • Update and ensure the accuracy of participants files, including housing goal plan, case notes, and uploading of related participant documentation to support the primary goal of successful permanent housing placement all assigned participants. Complete internal file auditing to maintain all elements of clients' data both digital and paper format with emphasis on accuracy, thoroughness, and timeliness.
  • Establish and maintain outreach to the community, business owners, realtors, landlords, housing developers and other services and agencies.
  • Ability to tactfully ask open ended and difficult/personal questions and problem solve using active listening, motivational interviewing, coaching, mediation, and conflict resolution with participants, families, friends and or landlords.
  • Participate in all service team meetings, case conferences, and training events required by founders and/or required by direct supervisor.
  • Complete and review data reports requested by funding contract and ensure they are submitted timely. Ensure that programs are on track to meet target measures set by the funder on quarterly and yearly basis.
  • Oversee and provide housing referrals for participants and assist them in identifying and accessing housing, including assisting with housing applications, unit searches, unit visits/inspections, and other activities necessary to support housing for participants.
  • Complete all appropriate incident reports, requests for extensions, and other necessary program documentation.
  • Evaluate, review, approve and process all the program expenditure such as Financial and rental assistance for participants in a timely and accurate manner with the correspondent supporting documentation.
  • Collaborate with Bell Shelter Quality Assurance Coordinator and LAHSA staff in performing continuous quality control of HMIS data and ensuring accurate and timely reporting to funders from HMIS data.
  • Responsible for programming staff schedule and ensuring programming team has sufficient coverage.
  • Work within a team-oriented approach to meet the needs of clients to ensure excellence in overall service delivery.
  • Position is subject to hostile and emotionally volatile participants and visitors.
  • Perform all other duties as assigned by Program Managers, Associate Director, and Director.
  • Must be able to work evenings, weekends, and holidays.
  • Perform other duties as assigned by Associate Director
  • Is subject to frequent interruptions from participants, coworkers, visitors, agencies/personnel, etc., under all conditions and circumstances.

Working Conditions

Ability to walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis. Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate computer, fax, and telephone. Ability to lift to 25 lbs. Local travel required. This position requires employee to be vaccinated from Covid-19

Minimum Qualifications

  • Bachelor's degree in human services field or similar area and at least two years of experience providing similar services. Additional experience will be considered in lieu of degree.
  • At least one year of experience working with people who have mental illness and/or substance use issues.
  • Must obtain First Aid/CPR certification in first 90 days of employment.
  • TB-Cleared with-in 7 days of hire date.
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out essential job-related activities.

  • Knowledge and ability to comply with applicable laws and regulations, including Fair Housing and HIPPA laws.
  • Commitment to working with disabled veterans.
  • Must have appropriate written and verbal communication skills.
  • Ability to work well with others and committed to the vision that Bell Shelter be a program of excellence.
  • Strong computer skills, including mastery of Word, Excel, PowerPoint, and HMIS.
