Idaho National Laboratory is hiring a Homeland Security Program Manager to work in our Infrastructure Resilience and Analysis department. Our team works a 9x80 onsite at the REC facility with every other Friday off. You will report to the manager over Infrastructure Resilience Analysis.

You will deliver potentially on multiple Department of Homeland Security (DHS) programs for the National & Homeland Security (N&HS) Directorate. These programs supporting important infrastructure analysis and cybersecurity domains are largely for the Cybersecurity and Infrastructure Security Agency (CISA), and are expected to expand within DHS, other federal agencies (DOE, DoD), and private sector entities.

Responsibilities Include:

  • Manage and implement medium to large projects from the conceptual states through planning, engineering, procurement, development, startup, operations, and business development as it relates to retaining current customers and garnering additional work, contracts, and funding.
  • Develop scope of work for Interagency Agreements between Department of Energy (DOE) and other U.S. Federal Government Agencies, including defining program goals, tasking, and goals.
  • Calculate and develop necessary budget to complete defined scope, including identifying important skills and resources needed. Complete new submittal process between other government agency and DOE. Throughout the lifecycle, manage terms and agreements, and complete change management process with both the other government agency and DOE. Manage budget, including monthly burn rate, budget at completion, and variance reporting, ensuring accurate billing and time recording.
  • Use knowledge of programmatic engineering, procurement, and industry processes, e.g., development, operations, R&D, and business systems throughout programs to ensure scope is accomplished, schedules are met, and work is completed within budget.
  • Develop scope of work to procure sub-contracts, and work with INL Contracting Department to approve the final request for proposal (RFP) and official contracts.
  • Monitor and evaluate subcontract employee performance.
Qualifications

Minimum Requirements:

  • PR0400 - Bachelor's degree and 8 years' experience OR Master's degree and 6 years' experience.
  • Experience managing projects in critical infrastructure security, national preparedness and resilience, and risk management.
  • Experience working with government partners - from executive level to front-line federal employees.
  • Experience managing work activities in compliance with DOE Orders, Federal, State, and Local regulations (where applicable), and Work for Other's(WFO)/Cooperative Research and Development Agreements (CRADA).
  • Experience developing requirements that can be executed on by a technical team.
  • Established processes for managing programs including appropriate software programs (MS Project, , etc.)
  • This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.

Job Information:

  • PR0400 - 230 ($124,368 - $211,596)
