About the Position

Dexis seeks an experienced RA Subject Matter Expert (SME) to propose for a Department of Labor (DOL) opportunity within the Office of Apprenticeship (OA). The RA SME will offer extensive technical assistance (TA) and support to the National Apprenticeship System (NAS), including State Apprenticeship Agencies (SAAs), increasing their capacity to promote DEIA principles and meet specific DEIA outcomes. This includes identifying DEIA challenges and providing training materials and resources to states for advancing DEIA in RA, drawing on evidence-based strategies and promising practices.

This position is contingent upon award.

Responsibilities

  • Identify and research specific EEO/DEIA training needs for the NAS, including SAAs, to expand apprenticeship pathways for under-represented populations and underserved communities.
    • Provide TA on developing targeted outreach and recruitment strategies for communities such as women, people of color, and people with disabilities, as outlined in the Code of Federal Regulation (CFR), utilizing evidence-based strategies and promising practices to the extent possible.
  • Develop and deliver a minimum of five training sessions/modules to RA stakeholders to assist in accomplishing the following:
    • Reach more under-represented populations and underserved communities;
    • Identify and address barriers/obstacles that prevent under-represented populations and underserved communities from successfully accessing and completing RA programs.
  • Assist RA stakeholders in implementing identified strategies for increasing diverse populations' RA program completion rates.
  • Assist NAS stakeholders, including SAAs, in developing strategies for outreach, recruitment, and the retention of under-represented populations and underserved communities.
  • Address and learn from hidden equity biases and systemic racism to increase apprenticeship opportunities and explain the difference between equity and equality.
  • Provide support to OA Industry Liaison to recommend EEO and DEIA-related partners to engage within their respective industries in support of efforts to increase access to RA programs in target industries and engage other external stakeholders (ex. Asian American Pacific Islander Nurses Association, Organization of Black Aerospace Professionals, Assistive Technology Industry Association, etc.).
  • Leverage OA's Federal RA Engagement and Outreach Support contract activities to expand and promote DEIA.
  • Collaborate with OA's EEO lead to implement strategies (including education and training, materials development, and other activities requested) to expand and promote EEO across the NAS.
Qualifications
  • A bachelor's degree or relevant experience.
  • Expertise with the NAS, including but not limited to:
    • Developing strategies to increase opportunities for under-represented populations and underserved communities, including a focus on youth populations.
    • Convening diverse stakeholders to encourage greater involvement and participation in events identified to increase the number of RA opportunities for diverse populations.
    • Developing partnership strategies for DEIA promotion across the NAS.
  • Demonstrate strong verbal communication, effective prioritization and feedback integration.
  • Ability to analyze content and track data to provide updates on trends, usage, and opportunities.
  • Ability to maintain technical knowledge of industry principles and methods for marketing and promoting expansion of RA.
  • Ability to write, edit, and proofread TA products to meet certain content standards.
  • Ability to facilitate or virtual trainings/meetings, as necessary, to fulfill PWS objectives.
