Job Description

Jefferson Consulting Group, a well-respected, woman-owned small business in Washington, D.C. seeks a highly qualified individual to serve as Task Order Manager in support of the United States Agency for International Development's Bureau for Legislative and Public Affairs (USAID/LPA). The Task Order Manager is responsible for overseeing Jefferson's task order/contract with USAID/LPA, including project performance management systems as well as recruitment and retention strategies to meet staffing requirements.


USAID/LPA serves as the primary liaison between USAID and the American people, Congress, the media, and other key constituencies. USAID/LPA has overall responsibility for the entire Agency's communications and provides overall coordination for all aspects of legislative and public affairs. In addition, USAID/LPA directs the USAID communication strategy and policies; is responsible for communicating, positioning, messaging, and branding; develops outreach and educational programs; leads the Agency online marketing strategy and manages the external and internal web presences; and produces events, promotional publications, and other communication products to generate support for the Agency mission.


The Task Order Manager must have a strong background in personnel and project performance management. Jefferson senior-level personnel provide leadership, strategic guidance, and oversight of staff and the program. The Task Order Manager oversees USAID/LPA Institutional Support Services contract operations, serves as the key company representative for the project, and ensures strong collaboration with US Government clients, subcontractors, and other partners.

Duties and Responsibilities


  • Provide the central management and oversight necessary to fulfill all the requirements of the task order. This includes cost and quality control of all tasks and assignments.
  • Serve as the primary point-of-contact for Jefferson with USAID.
  • Serve as the individual bearing primary responsibility for technical aspects of contract performance, as well as hiring of personnel, reporting, and other management related requirements of the task order/contract.
  • Respond to requests for assistance by understanding the request and properly fielding appropriate personnel and other resources.
  • Report to USAID technical and contract personnel in accordance with USAID reporting requirements.
  • Work collaboratively and often with USAID staff and stakeholders.
  • Develop and implement a recruitment and retention strategy to meet staffing requirements.
  • Supervise recruitment and hiring for administrative, programmatic, and technical positions.
  • Supervise staff training and development to ensure professionalism and skill enhancement.
  • Oversee task order performance monitoring and documentation.
  • Establish performance management systems to track task activity, quality, and progress against specified tasks.


Minimum Qualifications


      • Bachelor's degree in Management, Human Resources, or related field such as Public Administration, Organizational Development, or Industrial Psychology.
      • Minimum of five (5) years of experience in personnel/performance management; demonstrated management and supervision of staff; and experience managing administrative and financial reporting systems.
      • Experience managing multiple work streams and coordinating the execution of diverse requirements in complex environments.
      • Strong organizational, communication, writing and analytical skills to effectively interact with program and contracting officials, as well as all levels of staff.
      • Excellent diplomacy and interpersonal skills.
      • Attention to detail, high standards of excellence and commitment to perform and execute all project activities successfully.
      • Proficiency in Microsoft Office applications and Google Workspace applications.
