The Maryland Port Administration (MPA) is a 216-employee transportation business unit within the Department of Transportation (MDOT) and is the public face of the Port of Baltimore. MPA was created by the Maryland General Assembly to increase waterborne commerce through the ports in the state. The Port of Baltimore plays an integral role as an economic generator and job creator, in addition to maintaining our nation's supply chain and moving vital goods to industries and consumers. As one of the nation's top ports for total cargo tonnage and overall dollar value of cargo, the Port of Baltimore is also one of the most diverse ports in the United States with over 140,000 jobs in Maryland linked to port activity.

This is a journey level activity in the specialized skilled trade of plumbing. Activities include but are not limited to the maintenance, inspection, modification, remodel, repair, and diagnosis, of various plumbing related distribution systems, the respective equipment and fixtures as well as the infrastructure for these systems. Examples of these systems are potable water, gas supply, sanitary wastewater and fire prevention/suppression systems. These activities must be conducted in a manner that minimizes the impact on the movement of cargo across our various marine terminals while adhering to all applicable local, state and federal codes and guidelines.

Example of Work:
  • Installs and repairs circulating pumps, sanitary ejector systems, showers, sinks spigots, toilets, urinals, waste disposal systems, and other plumbing fixtures.
  • Installs, repairs, or replaces fire hydrants, and post indicator valves.
  • Ensure the availability of hot, and cold, water supplies.
  • Caulks and packs various fittings Inspect, and performs preventative maintenance of plumbing, and other related tools, and equipment.
  • Orders supplies and equipment as necessary to carry out the day-to-day maintenance and repairs to the various sheds, and buildings.
Employees in this class are considered essential employees and are subject to call 24 hours a day, as may be required in order to maintain continuous operation of a facility. Employees may be required to work rotating shift work, to include evenings, nights, weekends and holidays. In the event of hazardous weather or highway conditions, employees will be called to duty during off-hours in order to maintain and repair equipment. This is maintenance work requiring physical exertion that is performed either outdoors under all weather conditions or inside a building. Employees are required to work outdoors in all types of weather and may be exposed to extreme heat, fumes, exhaust and hazardous materials. On some assignments, employees may be required to move objects weighing over 50 pounds.

The current vacancy is located at Maryland Port Administration (MPA) at Dundalk Marine Terminal in Baltimore City. The eligible list resulting from this recruitment may be utilized for future Skilled Trade Specialist II, Plumber openings within MPA.

MINIMUM QUALIFICATIONS:

Education: Graduation from a standard high school or possession of a high school equivalency certificate.

Experience: Three (3) years of experience performing skilled trade work in plumbing.

Notes:

1. Additional work experience performing skilled trades as defined above may be substituted on a year-for-year basis for the required education.

2. A certificate from a vocational technical school with a major in one or more of the skilled trades as defined above may be substituted for one year of the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in utilities repair classifications or construction and engineering specialty codes in the skilled trades as defined above field of work, on a year-for-year basis for the required experience.

1. Candidates appointed to positions in this classification are assigned duties that require the operation of motor vehicles. Employees are required to possess a motor vehicle operator's license valid in the state of Maryland. All applicants must list their license number and expiration date on the application.

2. During the probationary period, employees may be required to obtain and maintain a Class A or Class B Commercial Driver's License (CDL) valid in the State of Maryland, depending on the type of equipment operated.

3. The employing administration may require employees to satisfy its agency training and certification program requirements to obtain and maintain permanent status in this classification.

1. Employees must be willing and available for duty at such hours, day or night, as may be required to maintain continuous operation of a facility and are subject to call-in. Employees are required to maintain a reliable communication link for emergency call back requirements.

2. Employees who work with, or may be exposed to, hazardous materials such as asbestos, lead-based paint or chromium, may be required to undergo periodic medical testing and may be required to pass hazardous materials training and can wear a respirator.

3. Applicants may be required to demonstrate the ability to perform maintenance work on high structures and in cramped quarters.

4. Employees in this classification are considered "Essential Employees" and must sign and agree to all policies and procedures relating to "Essential Employee" status.

5. Candidates will be subject to pre-employment drug testing in accordance with the Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.

6. Employees in this classification are subject to substance abuse testing in accordance with the Transportation Code of Maryland Regulations 11.02.11, Testing for Illegal Use of Drugs.
