Communication Advisor, USAID Gender Equality and Women's Empowerment Hub Institutional Support Contract, Remote

Background:

USAID's Gender Equality and Women's Empowerment Hub (GenDev) is one of five Hubs within the Bureau for Inclusive Growth, Partnerships, and Innovation (IPI). GenDev advances gender equality and women's empowerment as fundamental for the realization of human rights, and key to effective and sustainable development outcomes. GenDev The Hub collaborates with Operating Units (OUs) across the Agency supporting USAID's programming globally, in all sectors. It promotes evidence-based gender equality and women's empowerment programming throughout the Agency through its technical outreach and thought leadership, training, technical assistance, and communications outreach.

Jefferson Consulting Group provides institutional support to the GenDev Hub through the GenDev Institutional Support Contract (GenDev ISC). The purpose of the GenDev ISC is to engage subject matter experts and technical expertise to support efforts related to gender integration and equality in the design, implementation and monitoring and evaluation of USAID programming. The GenDev ISC provides support in a variety of technical areas pertaining to supporting the gender equality and women's empowerment goals of the Agency including improving the ability of USAID to integrate gender and women's empowerment throughout the program cycle and advancing gender equality for women and girls, men and boys, and gender- diverse individuals.

USAID Gender Equality Objectives:

  • Reduce gender disparities in who accesses, controls, and benefits from economic, social, political, legal, educational, health, and cultural resources, as well as wealth, opportunities, and services.
  • Strive to eliminate gender-based violence (GBV) and mitigate its harmful effects on individuals and communities, so all people can live free from violence.
  • Increase the capability of women and girls to fully exercise their rights, determine their life outcomes, assume leadership roles, and influence decision-making in households, communities, and societies.
  • Advance structural changes that address the root causes of gender inequality and promote equitable gender norms.

Position Description:

The Communication Advisor supports the development and implementation of a gender equality and women's empowerment communications strategy, including its top-line messaging, communications materials, and set of tools. As a member of the Evidence, Learning, and Communications Team, the Communication Advisor will work to translate data, learning, and evidence from USAID's work on gender equality into effective storytelling that can be shared with a variety of internal and external audiences.

This position is short-term at a total of 95 days for the duration of the consultancy. This is a remote position, requiring up to 10% in Washington, DC and the ability to work normal business hours Eastern Time. The period of performance is six months from May 1 to October 31, 2024.

Responsibilities:

  • Work closely with the Communications Team to shape the comms strategy on gender equality for the agency, continue to update and execute it, keeping in coordination with sectoral bureaus; and identify the messaging opportunities, strategize channels, and execute the products.
  • Contribute content to flagship USAID social media accounts (Twitter, Facebook, LinkedIn, etc.) and collaborate with other sections of USAID and the inter-agency including supporting GenDev technical staff, the Senior Gender Equality and Women's Empowerment Coordinator, USAID missions, operating units, the White House Gender Policy Council, implementing partners, and others to compile content for social media.
  • Work with technical specialists, GenDev leadership, principals, and implementing partners to produce internal and external communication products, including speeches and talking points for external, inter-agency, and high-visibility events, blogs, and social media content.
  • Support and collaborate with GenDev management and GenDev's Evidence, Learning, and Communications Team on communication strategy, events, social media, press, outreach, data visualization and storytelling efforts, and campaigns.
  • Facilitate the development of an internal cross-Agency communications strategy on gender equality and women's empowerment and support its implementation.
  • Perform a variety of both complex and analytical duties to advance the Agency's, Senior Coordinator's, Hub's, and team's priorities.
  • Package program information, results, and deliverables for a variety of audiences.
  • Identify creative communications channels to create actionable content and engagement opportunities to highlight the Agency's, including the GenDev Hub's, gender equality and women's empowerment programming internally and externally.
  • Create and maintain linkages with key networks.
  • Manage internal reviews and clearances for communications-related items.
  • Provide meeting support including organizing and running meetings on a range of meeting platforms.
  • Contribute to addressing cross-cutting GenDev and Agency priorities, including advancement of diversity, equity, inclusion, and accessibility (DEIA) efforts.

The day-to-day management direction and oversight for this position will be provided by a designated member of GenDev staff and the Senior Gender Equality and Women's Empowerment Coordinator.

As a contractor, this position will not perform "inherently governmental functions," including the supervision of non-contractor personnel, or the signature/approval/authorization of commitments on behalf of the U.S. government.

Qualifications:

Required:

  • Master's degree plus at least 5 years of relevant professional experience or PhD.
  • Experience organizing and leading strategic communications in support of public-facing principals, with an understanding of voice and tone.
  • Fast-paced learner who is able to work in a variety of portfolios, high-visibility, and inter-agency projects with diplomacy and tact, and can pivot quickly from task to task under tight deadlines.
  • Strong writing skills.
  • Strong attention to detail.
  • Ability to work well independently and as part of a team.
  • Ability to prepare and deliver quality documents and/or presentations.
  • Strong work ethic with a solid customer service focus.
  • Familiarity with Microsoft and Google Suite of products.
  • Compliance with all Federal or Agency COVID requirements to access Agency facilities, such as vaccination/public health requirements.
  • U.S. citizen and able to obtain and maintain a facility-level security clearance. Applicants with an active security clearance will be given preference.

Preferred:

  • U.S. government/USAID experience or knowledge of how USAID works.
  • Active security clearance.
  • Working knowledge and familiarity in gender equality and women's empowerment and communications, possessing an understanding of the linkages and sensitivities between gender equality and communications when performing tasks and producing deliverables.
  • Experience working with partner government representatives, international organizations, civil society organizations, donors, or implementing development partners.
  • Experience working in an international development context.
