Responsibilities
    Lead the AVIAN College of Test and Evaluation (CT&E) Administration and Operation support team as Program Manager. Delegate responsibilities and supervise the work of the team, providing guidance and motivation to drive maximum performance.
  • Teach the Test Planning (TP) course, Test Reporting (TR) course, and portions of the Indoctrination to Test and Evaluation (ITE) and Flight Test Basics (FTB) courses to NAVAIR Flight Test Engineers.
  • Teach the Mission Based Test Design (MBTD) course to NAVAIR Flight Test Engineers and T&E Managers.
  • Regularly update the TP, TR, MBTD courses and assigned portions of the ITE and FTB courses to keep them concurrent with U.S. Navy and NAVAIR T&E policy and guidance.
  • Perform the roles of Instructional System Designer (ISD) and lead course developer for CT&E in-house new course development and course update efforts.
    • Assist the government customer in defining course requirements, including the Knowledge, Abilities, and Skills (KASs) to be passed on to the students.
    • Translate the KASs into Terminal Learning Objectives (TLOs) and Enabling Learning Objectives (ELOs) for course.
    • Develop a course outline, storyboard, and syllabus based on the TLOs and ELOs, lead Technical Control Board (TCB) course review meetings and incorporate feedback received from course reviewers and approvers.
    • Develop course materials based on the approved course outline, lead TCB course review meetings and incorporate feedback received from course reviewers and approvers.
    • Instruct and/or facilitate the first offering of the approved course materials to a tailored audience comprised of senior and junior personnel, obtain feedback, and update the course based on the feedback.
    • Instruct and/or facilitate follow-on course offerings, obtain feedback, and update the course based on the feedback.
  • Participate in NAVAIR T&E Leadership policy and guidance development meetings as a T&E Subject Matter Expert (SME) and consultant.
  • Support the administrative needs and remove barriers to achieving full professional potential for assigned personnel.
  • Connect with, empower, and recognize the achievements of assigned personnel.
  • Direct, coordinate, and serve as the key liaison for assigned strategic administrative and operational projects and initiatives.
  • Evaluate performance by analyzing and interpreting data and metrics.
  • Support operational improvement, business innovation, and create efficiencies.
  • Assist in defining and creating reports and analysis for internal stakeholders and/or external customers.
  • Cultivate a deep understanding of AVIAN's processes and procedures and provide insights and suggestions for continuous improvements.
  • Serve in a lead role for critical planning, process implementation, and communication.
  • Communicate and maintain trusted advisor relationships with customers, clients, stakeholders, and external business partners.
Qualifications
  • BS/BA or equivalent; ability to obtain a Secret Clearance; 8+ years of relevant experience, 2+ years in a supervisory capacity
  • Prior contract PM experience; prior NAVAIR program office and/or T&E discipline experience
  • Working knowledge of data analysis and performance/operation metrics.
  • Aptitude in decision-making and problem-solving.
  • Proven team player and team builder.
  • Experience in developing and executing strategic action plans.
  • Thorough knowledge of their market and future trends for their customer base.
  • Familiarity with management best practices.
  • Excellent organizational and leadership skills.
  • Excellent communication, interpersonal, and presentation skills.
  • Outstanding analytical and problem-solving abilities.
  • Ability to obtain a Top Secret (TS) clearance is desired, but not required
  • Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
