Summary

Responsible for leading the implementation of the City's Engineering Capital Improvement Projects (CIP) by providing project management services. Projects will range from moderate to high complexity. Engineering CIP's focus mainly on roadways, drainage, water and wastewater improvements.

Responsible for representing the City Engineering Department by coordinating, negotiating and managing various projects with industry professionals, property owners, City Departments, Utility Companies, other governmental agencies and City Management.

Salary: Commensurate with experience.

Essential Duties and Responsibilities include the following. Other duties may be assigned.
  • Manage Capital Improvement Projects from inception to completion, which includes project scoping, design contract, design reviews, bidding and construction administration.

  • Coordinate with the project team in developing project scopes, budgets, timelines (and phasing plans), and deadlines.

  • Utilize and maintain the Project Management Information System (PMIS) with applicable project information.

  • Develop and monitor project scopes, costs, and schedules.

  • Coordinate with team members, contractors, and consultants to produce project deliverables and meet project objectives.

  • Apply strategic/analytical thinking in identifying possible solutions to project issues.

  • Coordinate with other City Departments, outside agencies and utility companies for the design and construction of various City projects.

  • Collaborates with staff and management across the organization and with outside third parties to clearly identify, explain and communicate their project involvement, project goals, expectations, objectives, policies, priorities, and tasks.

  • Represents the Department and City by attending meetings, public events, and speaking engagements; attends staff meetings; schedules and coordinates project meetings and appointments.

  • Communicate and respond to residents and outside agencies questions and complaints. Provide assistance and/or solutions.

  • Prepare the projects' item summaries, policy reports and resolutions for Council review and approval.

  • Lead the effort to pursue federal and state funding opportunities for the projects. Other duties as assigned.

Minimum Qualifications
  • Four-year Bachelor's Degree in a related field

  • Project Management Professional (PMP) Certification from Project Management Institute (PMI), or equivalent.

  • 5 years of experience in project management/construction management with a proven track record of successful completion of projects from initiation through design and construction.

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications

Education/ Experience:

  • Experience with consulting or project management with experience in delivery of municipal projects

  • Experience managing multiple, interrelated projects.

  • Experience in Federal and State funding and process.

Knowledge, Skills & Abilities:

  • Comprehensive knowledge in the fields of capital improvement projects

  • Knowledge of design principles for horizontal construction

  • Knowledge of federal, state and local land development regulations

  • Skill in reading and interpreting construction documents and drawings.

  • Skill in Bluebeam review sessions

  • Advanced skill in Microsoft Office applications

  • Ability to effectively work with the management, outside agencies, the public, consultants, contractors, engineers, and other City Departments

  • Ability to communicate written and orally in English

Licenses and Certifications
  • Project Management Institute Certification: PMP, or equivalent.

  • Valid Class C Texas driver's license

Physical Requirements / Work Environment

The incumbent works in a typical office environment; relatively free from unpleasant environmental conditions or hazards; occasional exposure to unpleasant environmental conditions and/or hazards may be required.
