Job Summary: JMT is seeking an experienced professional to contribute to a growing discipline within JMT's Natural & Cultural Resources Practice, focusing on NEPA/Environmental Analysis and Documentation. This individual will be expected to manage and possess extensive knowledge of NEPA documents and technical reports supporting the NEPA process as well as project budgets and project schedules. Must have a demonstrated ability to lead, prepare, and support the development of NEPA documents, and the desire to help grow a NEPA practice for a variety of federal and state clients and project types. Ability to manage projects and be a single point of contact with clients is important, as is the ability to develop environmental/technical reports, manage sub-consultants, mentor natural resource and planning staff, develop technical and cost proposals, develop/deliver presentations to clients, and assist with marketing of environmental services. The successful candidate will be expected to coordinate with clients, contractors, outside consultants, government agencies, and internal staff. This is a senior position that involves providing direction to other staff as part of a multi-discipline project team. U.S. Residency Required.

Essential Functions and Responsibilities

  • Read, interpret, and develop Categorical Exclusions, Environmental Assessments, Environmental Impact Statements, Environmental Reevaluations, PEL Studies, Administrative Records, natural environmental technical reports, and other regulatory documents for transportation and non-transportation projects
  • Manage and/or assist with the preparation of a wide variety of environmental studies and regulatory permitting efforts (Clean Water Act, Endangered Species Act, National Historic Preservation Act, etc.), hazmat and environmental compliance, ecological assessment and restoration, socioeconomic and community studies, and environmental compliance monitoring during construction
  • Contribute to alternative recommendations on a variety of transportation planning (multi-modal projects such as roadway, airport, transit, pedestrian, and bicycle), engineering, and natural resource/environmental projects
  • Prepare project schedules, milestones, budgets, and workload projections/staffing needs
  • Train, mentor, and manage natural resource and planning staff
  • Support Business Development efforts including preparation of scopes of work, fee proposals, and responses to RFP's, develop teaming arrangements, and attend and present at project/contract interviews. Participate in Business Development initiatives and strategic planning efforts with other JMT offices, regions, and N&CR personnel
  • Manage subconsultants
  • Manage clients, including federal, state, and local clients

Nonessential Functions and Responsibilities

  • Performs other related duties as assigned


Required Experience
  • Bachelor's degree in natural/environmental science or similar, planning, environmental policy, or associated field
  • A Master's degree and/or AICP certification is preferred
  • 7+ years of experience providing public and/or private clients with NEPA services
  • Experience with Section 106 (cultural/historical/archaeological studies); Section 4(f); Section 6(f), land use studies; noise studies; air quality studies; socio-economic studies; environmental justice analyses; water resource permits
  • A reasonable competence in conducting natural resource investigations, regulatory permitting, agency coordination, and stakeholder/public outreach efforts
  • Excellent interpersonal and organizational skills
  • Excellent verbal and written communication skills; able to write on a technical level to support multidisciplinary environmental/NEPA resource areas
  • Experience with MS Suite of office solutions
  • GIS experience preferred
  • Experience working in Maryland, Pennsylvania, other mid-Atlantic states, and southeastern states is desired

Working Conditions

Work is performed within a general office environment approximately 90% of the time. Office work is generally sedentary in nature but may require occasional standing and walking. Office work is performed with adequate lighting and temperature, with no hazardous or unpleasant conditions caused by noise, dust, etc.

Field work is required approximately 10% of the time and is conducted outdoors in heat/cold, wet/humid, and dry/arid conditions. Field work will require walking and carrying field equipment over typical outdoor terrain. Some lifting (up to 25 lbs) may be required as needed.
