Job Description

Working closely with the Chief of Schools, the Deputy Chief of Schools will oversee, manage, and develop all frontline school supports. The Deputy will serve in a confidential capacity with significant discretion and decision-making as the second in charge of the schools Office.

Essential Functions
  • Defines strategic direction for schools and oversees the development and implementation of strategic long-term goals and objectives for all frontline school support staff.
  • Ensures collaboration and consistency across school support teams.
  • Establishes and sustains a culture of cohesive networks that focus on instruction and equity.
  • Leads a cohesive team aimed at developing capacity to provide coordinated, systemic supports to schools through a shared vision and aligned approach to support and accountability.
  • Identifies and establishes a system of differentiated support for schools based on need.
  • Develops and establishes systems to monitor performance goals for direct reports and assess progress for growth aligned to those targets.
  • Cultivates and sustains a widespread understanding that the work of all staff will be assessed in an effort to provide assistance in continuing improvement of schools.
  • Creates systems for feedback loops between school needs that drive central office supports as well as implementing system-wide policies and practices in schools.
  • Collaborates with the all Cabinet teams, but especially the Academic team to establish, facilitate, and ensure efficient and effective instructional implementation of activities that improve service to schools at all levels.
  • Oversees the efforts to capture and disseminate knowledge to and from schools; including best practices at the school and support organization levels.
  • Ensures a service-oriented culture designed to assist principals and schools in improving student achievement and accelerating students learning as well as attaining high levels of principal satisfaction with the services and support of school support.
  • Sets standards for service delivery and training provided to the teams.
  • Ensures community learning networks identify complex and systemic needs of their schools and arrange for the provision of services to meet those needs.
  • Provides oversight on recommendations to bring in additional resources and/or expertise from outside the system.
  • Assists in the recruitment, screening and support of school support staff defining strategic direction for teams and leading them in developing recommendations for strategic long-term goals.
  • Prepares and makes presentations before the Board of School Commissioners.
  • Represents the District in geographic communities across the city.
  • Creates and manages budget for area of responsibility. Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.
Desired Qualifications
  • Master's degree in administration & supervision or a closely related field. Degree must be from an accredited college or institution.
  • Eligible for or working toward a valid Maryland State Department of Education (MSDE) Advanced Professional Certificate, with an endorsement as Principal/Supervisor or Administrator I and II.
  • Ten years of supervisory/administrative/leadership experience.
  • Demonstrated experience in high level complex problem solving, building leadership capacity, managing, and contributing to large scale organizational change.
  • Demonstrated knowledge of student achievement in a public or private school, foundation and/or community organization, as well as knowledge of productive school cultures.
  • Knowledge of legal mandates governing education.
  • Interpersonal skills that ensure effective support of principals, effective team building, and advocacy.
  • Experience in training leaders to improve performance and planning/providing professional development.
  • Ability to work cooperatively with a variety of district offices and with other coaches to provide high-level district overview of schools.
  • Ability to engage in and contribute to senior management-level discussions concerning policy and guidance of the District.
  • Experience in using data at a school level to analyze trends in attendance, behaviors, academics, and other areas that affect student achievement.
  • Demonstrated knowledge of data analysis and using data surrounding outcomes to support professionals in improvement planning, goal setting, and continuous improvement activities.
  • Proficient in the use of technical computer applications, including Microsoft Office, particularly Excel, Word, PowerPoint, and Access.
