Job Description

Seeking a Facilities / Real Property Planner (Master Planner) to support the Army Reserve Installation Management Directorate (ARIMD), Office of the Chief of Army Reserve (OCAR). Position provides management support services for the program/project management and master planning considerations into all aspects of the Military Construction Army Reserve (MCAR), Real Estate, and Asset Management programs.

Responsibilities:

  • Ensure soundness of all actions throughout the MCAR planning, programming, design, budgeting, and construction programs.
  • Develop recommendations to inform courses of action that resolve issues regarding the stationing and training of units, facility utilization, facility revitalization, and environmental concerns.
  • Performs in-depth technical assessments or Army Reserve facilities.
  • As part of the study, develop recommendations to inform installation plans by applying USAR policy directives, Army Reserve component missions, units, organizations, and capabilities.
  • Perform in-depth Requirements Analysis of category codes using RPLANS to calculate requirements based on populations from ASIP.
  • Coordinate with OCAR or USARC staff sections, subordinate USAR commands and installations and other military services, to develop specific facility requirements.
  • Obtain information form planners at USARC subordinate commands to develop and validate project documentation and materials for construction and/or modification of Reserve facilities.
  • Conduct site visits to verify existing conditions of applicable assets to ensure previous recommendations are accurate and valid.
  • Develop and make recommendations to inform the completion of Real Property Exchange (RPX) Master Lists and Project Sheets, Site Visit Attendee lists, Concept Discussion Papers, Executive Summaries, Briefings, Information Papers, Notifications to Congress, Notices of Availability, Letter Agreements, and correspondence actions within the Army Reserve annual program.
  • Develop recommendations for acquisitions, utilizations, accountability, management and disposal of real estate.
  • Review real estate program actions by evaluating the MCAR Future Year Development plan to ascertain impacts on real estate requirements and document findings.
  • Develop recommendations on the development of project analysis, design and renovation of US Army Reserve Centers, Operational Maintenance Support, Army Maintenance Support Activity, and associated facilities, design and construction of headquarters projects involving multiple and joint users.
  • Draft recommendations to inform the development of a master planning program, which promotes standardized real property and asset management policies and procedures for incorporation in the MCAR and Real Estate programs.

Required Qualifications:

  • Bachelor's degree related to Planning or AICP certified planning certificate.
  • Minimum of 1 year Master Planning experience and 1 year project management experience.
  • Ability to communicate in written reports and briefings.

Preferred Qualifications:

  • Experience with Department of Army level master planning is highly preferred.
  • Ideal candidate will have knowledge and experience with Department of the Army's RPLANS and ASIP automation systems.
  • Understanding of the Army Reserve Real Property Master Planning (RPMP program).
  • Professional experience and knowledge of staffing Army Reserve Master Planning actions to completion through HQDA and the Army Secretariat.
  • Military Construction professional training including, but not limited to: Economic Analysis, Master Planning, Army Reserve Construction and Real Estate.
  • Documented experience in the review of specific projects for compliance with previous OSD/Congressional direction and execution of lessons learned preparations of formal and spoken testimony, assistance with Questions and Answers for the Record, and preparation recommendations to inform reclaims to Congressional actions.
