Overview

Modern Technology Solutions, Inc. (MTSI) is seeking a F35 Joint Program Office Program Director in Arlington, VA to provide program management assistance to the Air National Guard Air Force Reserve Test Center (AATC) in support of Air Reserve Component (ARC) F-35 development. The candidate will directly represent AATC within the F-35 Joint Program Office (JPO) and directly support AATC in Tucson, AZ but will be geographically located at the F-35 JPO in Arlington, VA. As such, the candidate will be expected to make regular trips to AATC in Tucson, AZ and Eglin AFB, FL.

Responsibilities

As a F35 Joint Program Office Program Director with MTSI, the candidate will represent AATC at the F-35 JPO as the senior program representative and AATC's liaison with the JPO for F-35 modernization efforts. Program support will encompass driving ARC F-35 modernization efforts in alignment with Weapons and Tactics Conference (WEPTAC) requirements amongst all mission areas performed by Guard and Reserve forces. The candidate will provide program strategic support to define aircraft modification and program requirements throughout the acquisition program lifecycle.

Your primary responsibilities will include but may not be limited to:

  • Research new technologies and advise government personnel on changes and technical developments in air-to-air systems technologies.
  • Requirements formulation; capabilities alignment; test milestone management; engineering change management; solution proposals.
  • Interface with F-35 JPO leadership and the USAF Test Enterprise to provide input to fielding recommendations for ARC F-35 equities.
  • Investigate new technologies and advise government personnel on changes and technical developments in applicable technology.
  • Primary mission focus will be in support of the AATC Commander in Tucson, AZ to provide strategic guidance to define the way forward for Guard and Reserve F-35 related programs as determined by the NGB.
  • Work closely with AATC Directors, various system program offices, and industry vendors to investigate and implement potential commercial off-the-shelf, cross functional capabilities, and developmental improvements for the F-35.
  • Responsible for requirements generation, verification, and validation as well as conceptual implementation of required software and hardware architecture, along with the efforts of AATC government and various JPO/SPO personnel.
  • Have a firm understanding of the operation and tactical applications of F-35 systems and JPO functions.
  • Directly support AATC in the development of advanced combat systems from cradle to grave in an independent, high-energy environment and will operate in multidisciplinary teams of industry, government and military personnel consisting of engineers, analysts, scientists, pilots, and other aircrew.

Qualifications

  • Minimum 15 years' of experience with a major defense program in program management, developmental/operational testing, practical engineering and/or flight test in support of military acquisitions/sustainment.
  • Must have experience working with the F-35 program as well as a strong desire to learn new systems and propose new ideas for F-35 subsystem design and/or integration.
  • Must have a strong ability to work in a team environment with demonstrated leadership and customer interface skills.
  • Have good analytic skills and be capable of operating in a multi-tasking environment.
  • Must have strong verbal and written communications skills and proficient in productivity software suites such as Microsoft Office.
  • Must have a valid driver's license with an insurable driving record.
  • Must have a can-do attitude and be self-starting, ambitious, and hard-working.

Qualifications Desired:

  • Recent experience working experience in the F-35 program office and flight test in support of military acquisitions/sustainment and USAF or equivalent Test Pilot School graduate.
  • Familiarity with DoD warfare ranges and a background in special access programs.

Education Requirements:

  • B.S. in technical discipline is required, preferably in engineering (astronautical, aeronautical, electrical, computer, mechanical, systems) or computer science.

  • Master's degree in a technical discipline, Desired.

Clearance Requirements:

  • Active TOP SECRET clearance with eligibility for Sensitive Compartmentalized Information (SCI) and Special Access Program (SAP) experience.
  • U.S. Citizenship is required for this position.

Travel Requirements:

  • Travel expected approximately monthly with typical trips occurring intraweek. Up to 30% travel, depending on program workload and work location. Occasional OCONUS travel may be required.
