ARServices is seeking a Program Manager (Nuclear Weapons Surety, National Treaty Implementation Program) to work in the Washington, DC area.

A Program Manager will lead a team providing strategic analysis and research, exercise development and staffing, and program management support for the Department of Navy Naval Treaty Implementation Program (NTIP).

A qualified candidate will perform the following duties and responsibilities, but are not limited to:

  • As a leader of the contract activities, the Program Manager directs the 15-person team in providing:
    • Arms Control Treaty Compliance and Assessments
    • Chemical Weapons Convention Support
    • Meeting Support
    • Technical and Administrative Support
    • Technical Analysis and Technical Studies
    • Support for Treaty on Open Skies activities
    • Training Support
    • Record and Data Maintenance
    • Correspondence Support
  • The Program Manager serves on-site as the primary point of contact and lead technical resource, directing remote teams in the support while also serving as the expert in the activities. This role can be performed remotely, with travel required.
  • Manage and supervise remote contract personnel.
  • Fulfill and manage open and ongoing staffing requirements.
  • Coordinate with the government contract leadership to resolve any problems in a timely manner.
  • Coordinate and conduct meetings to promote the effective and efficient management of this Program for the Government.
  • Create and brief Government contract leadership on Monthly Task Reports, Quality Control Program Metrics, Government Furnished Property, and other required contract deliverables.
  • Oversee major requirements and deliverables from staff, providing guidance as necessary on the subject matter.
Requirements

Security Clearance Requirement:

Active/current Secret clearance is required.

Required Qualifications:

  • Bachelor's degree in relevant field.
  • 10+ years of experience managing programs and projects.
  • 5+ years of experience supporting arms control efforts and/or as supporting government offices that perform arms control. This experience must be within the last 10 years.
  • Understanding and expertise of arms control, disarmament, countering weapons of mass destruction, the Chemical Weapons Convention, and the Open Skies Treaty.
  • PMP Certification or DAWIA-equivalent.
