CBIZ Marks Paneth Trade Remedies Group is in search of a Senior Manager to lead a team of Data Analysts who use the SAS System as its primary tool for cleaning, collating, transforming, and organizing client data. The practice is primarily focused on anti-dumping and countervailing duty litigation support but also handles special projects related to international trade, such as customs entry data analysis, ramifications of potential duties after mergers and acquisitions, and analysis of import/export trends. A successful candidate will have recent experience as both a manager and technician.

Essential Functions and Primary Duties

  • Directing Operations
    • Assign staff resources based on overall workload of the practice. Negotiate target deliverable dates with Managing Directors.
    • Develop and periodically update quality control standards including programs, documentation, best practices, and checklists.
    • Act as a technical resource on SAS programming and standard practices of governing authorities as related to AD/CVD calculations.
    • Hire, train, and evaluate staff. Provide career development guidance; identify or prepare and deliver training materials, as needed; make recommendations for annual raises and bonuses.
  • Project Engagement
    • Prepare sales, accounting, and cost of production data for submission to governing authorities in connection with anti-dumping and countervailing duty proceedings.
    • Prepare ad hoc analysis based on a variety of data sources including sales transactions, accounting ledgers, costs of production, trade statistics, and other economic data.
    • Calculate estimated duty rates under a variety of possible scenarios based on knowledge of anti-dumping and countervailing duty laws, regulations, and practices as well as fact patterns of the relevant matters.
    • Analysis of government authority disclosures, including SAS programs, for accuracy and consistency with normal practice and in-house duty estimates.
    • Coordinate with corporate IT representatives on IT-related issues such as software licensing, hardware and software requirements and permissions, considerations for travelers, etc.

Preferred Qualifications

  • Preferably a Master's Degree with emphasis in Accounting, Economics, Mathematics, Statistics, or Business.
  • Recent managerial experience includes allocating human resources to projects, providing technical advice, establishing and enforcing quality control standards, providing performance evaluations, and interviewing candidates.
  • Minimum of 5 or more years of recent work experience performing data analysis using SAS.
  • Demonstrable proficiency in developing programs in Base SAS using Data Step processing, PROC SQL, and user defined Macros and Macro variables without the use of Enterprise Guide to generate programming code.
  • Ability to use SAS skills to 1) convert non-SAS data into SAS files, 2) explore and discover what a data set represents and how it relates to other data received, 3) conduct data validation and identify patterns, outliers, or anomalies, 4) formulate relevant questions upon review of data, 5) combine information from a variety of sources by merging and stacking data sets, 6) clean or modify data as needed, 7) incorporate appropriate output to use for checking results of programming outcome, and 8) generate meaningful reports.
  • Proficiency in Excel, including using functions, writing formulae, generating pivot tables and graphs and formatting reports.

Minimum Qualifications

  • 7 years of experience in related field
  • 5 years of supervisory experience
  • Must have and preserve required licenses
  • Ability to manage deadlines, work on multiple assignments and prioritize each assignment as necessary
  • Demonstrated ability to communicate verbally and in writing throughout all levels of organization, both internally and externally
  • Proficient use of applicable technology
  • Must be able to travel based on business needs

The annual salary target for this job in this market is $185,000 - $225,000. The specific compensation for this role will be determined based on the education, experience, and skill set of the individual selected for this position.
