Overview

Nakupuna Solutions is looking to hire a Network Management Engineers to support the FBI's Information Technology Infrastructure Division (ITID) by providing Communications Security (COMSEC) technical and administrative support services to maintain secure communications and IT infrastructure environments for FBI Headquarters Divisions, Field Offices, Resident Agencies, LEGATs and Offsite Locations.

Responsibilities

    Reporting, installing, maintaining, and repairing of secure communications onsite at FBI Headquarters.
  • Performing complete and accurate tracer reporting preparation and delivery for all COMSEC material transferred from one COMSEC account to another (Transfer Report).
  • Reporting the physical and/or virtual inventory of COMSEC material (Inventory Report).
  • Reporting all incidents involving COMSEC material and/or violations of COMSEC security requirements (Incident Reporting).
  • Performing a variety of COMSEC inspections and audits.
  • Programing, installing, and loading electronic key on secure voice communications vIPer desk top phones as well as annual verification of currency of all crypto keys.
  • Conducting cryptographic access briefings and debriefings as Alternate COMSEC Managers.
  • Perform the proper destruction of COMSEC materials per published NSA policy & directives CNSSI 4009-2015 & CNSSI 4005.
  • Provide end-user service ticket request support.
  • Assist with installation, diagnosis, maintenance, and repair of secure phones for end users.
  • Provide technical assessments and recommendations via reports and briefings.
  • Participate in operational testing and documentation of results and investigate, resolve technical and hardware issues.
Qualifications

Skills/Qualifications:

Candidates should demonstrate a blend of technical expertise, practical experience, and an understanding of national security implications associated with COMSEC management and network security within a high-security environment like the FBI.

  • Deep understanding of COMSEC principles, policies, and procedures, including handling, storage, and destruction of COMSEC materials.
  • Proficient in network design, implementation, and troubleshooting, especially in secure and encrypted communications networks.
  • Knowledge of cryptographic principles, algorithms, and key management including electronic key loading and verification procedures.
  • Experience with secure voice communication devices and COMSEC equipment such as Telephone Sectera vIPer phones, Secure Terminal Equipment (STE), secure fax, and familiarity with network diagnostic tools.
  • Experience working in secure work environments to include Sensitive Compartmented Information Facilities (SCIF).
  • Experience working with the following policies, procedures, and technical communication requirements: CNSSI 4000, CNSSI 4003, CNSSI 4004, CNSSI 4005, CNSSI 4006, CNSSI 4009.

Education and Experience: High School diploma preferred. Must have 3 years of working experience. Experience working with the FBI highly desirable.

Clearance Requirements: Must have an Active Top Secret clearance with the ability to obtain SCI and pass Counter Intelligence (CI) polygraph. Must be a US Citizen.

Physical Requirements: In addition to the skills and qualifications mentioned above, candidates must, at a minimum, be able to meet the following physical requirements.

  • Ability to lift up to 25 pounds.
  • Ability to use stairs without assistance.
  • Ability to perform repetitive motions with the hands, wrists, and fingers.
  • Ability to engage in and follow audible communications in emergency situations.
  • Ability to sit for prolonged periods at a desk and working on a computer.
