THE POSITION

Serve as the Capture Manager for DoD, DISA and DAF programs for the Integrated Computer Solutions (ICS) Corporate Team. This position is responsible lead capture efforts supporting ICS DISA and Department of the Air Force line of business and supporting the acquisition lifecycle for large government contracts. This includes communicating needs with internal teams and external partners to pursue DoD, DISA and DAF opportunities. The Capture Manager will play a critical role in positioning ICS for success in major contract opportunities, driving cross-functional collaboration, and aligning ICS for winning proposals that showcase the organization's unique capabilities and value.

RESPONSIBILITIES:

  • Develop and execute comprehensive capture strategies and plans to position for major opportunities by analyzing the customer requirements, acquisition environment, competitive landscape, and company capabilities to inform capture strategy.
  • Lead the development of winning capture strategies and detailed plans to position the company for key DoD, DISA and DAF opportunities and use networks to identify discriminators and win themes that will give the company a competitive advantage.
  • Lead cross-functional teams through all phases of the capture lifecycle, from early positioning through proposal submission.
  • Coordinate seamless collaboration between various functional groups, such as operations, finance, sales and marketing, and subject matter experts and manage teaming relationships and coordinate teaming agreements with strategic partners.
  • Perform Strategic Analysis and Decision-Making by conducting a thorough analysis of customer requirements, ICS acquisition processes, and competitive factors to inform bid/no-bid decisions.
  • Develop winning strategies and discriminators that maximize the company's probability of success and secure necessary resources, approvals, and executive support for major capture efforts. Identify win strategies and discriminators; mitigate risks and gaps
  • Drive proposal development and content creation using compelling win themes, storyboards, executive summaries, and other persuasive proposal content. Ensure that all proposal materials effectively communicate the company's unique capabilities and value proposition.
  • Maintain strict compliance with all customer requirements, company policies and best practices throughout the proposal process and lead the internal bid/no bid decisions throughout the process.
  • Continuously evaluate and refine capture strategies based on lessons learned and changing market dynamics and communicate effectively with all levels in the organization and external resources.
  • Exercise sound independent judgment in developing methods, techniques, and evaluation criteria associated with obtaining results by effectively planning, scheduling, and overseeing IT and IT related tasks. Evaluate problems and recommend improvements to the ICS IT processes to enhance the functionality and ease for all parties.
  • Compliance with all safety and security requirements, policies, and procedures; worksite access protocols and updates; training requirements, required certifications, and other duties/projects as assigned

ADDITIONAL INFORMATION

  • 100% Remote
QUALIFICATIONS
  • Bachelor's Degree or higher; AND,
  • 10+ years of relevant experience in capture management for Aerospace/Defense opportunities; AND,
  • Established network of partners and support resources; AND,
  • Demonstrable experience and success leading capture efforts valued at over $50M; AND,
  • Proven ability to manage a pipeline of multiple concurrent captures totaling over $1B; AND,
  • Experience with the full range of contract types and acquisition scenarios, including recompetes, incumbent capture, long-term and short-term capture timelines, and sole source awards; AND,
  • Comprehensive knowledge of government acquisition processes, regulations, and trends; AND,
  • Understanding of GWAC and MATOC contract vehicles and strategies; AND,
  • Strong communication, presentation, and leadership skills

PREFERRED

  • Experience and familiarity with industry best practices and leading methodologies (e.g. Lohfeld, Shipley)
  • Leadership, communication and stakeholder management skills
  • Strong strategic thinking, planning and problem-solving abilities
  • Advanced Degree
