Overview

Seeking an experienced program management operations consultant for a U.S. Army client to support an Enterprise Resource Planning (ERP) modernization program, the Enterprise Business Systems - Convergence (EBS-C). The Agile PMO Consultant will manage project risk and roadmaps in an agile environment. They will work with leadership, technical advisers, and software developers to identify, manage, and mitigate risks and identify possible impact on delivery roadmaps for a major Defense Business System Modernization effort. The PMO consultant is responsible for supporting the Product Lead and program management office as it coordinates with functional and technical stakeholders to develop and implement this program.

Work location is client site, Fort Belvoir, VA. Note: Telework is acceptable with requirements to work at client offices one to two days a week at Fort Belvoir, Virginia

Responsibilities
    Recommend methods to manage multiple roadmaps (product, solution, etc.) to visualize capability delivery, epics, and features in agile tool and Microsoft Office tools.
  • Work with Product Management, technical leadership, agile subject matters experts, and mission stakeholders to review, update, and maintain roadmaps of the modernized system at various levels.
  • Work with stakeholders to understand complex business requirements and coordinate development of a product vision and roadmap to deliver incremental business value.
  • Assist leadership to recognize and remove impediments, identify, and mitigate risks, escalate issues as appropriate to support delivery of capabilities to expected timelines.
  • Support PMO Risk Management activities by supporting the team in maintaining risks in agile tools, facilitating risk discussions, supporting development of mitigation plans, and conducting risk assessments.
  • Develop and maintain a Risk Management Plan to include risks, issues, and opportunities in accordance with Department of Defense (DoD) policies, Project Management Institute (PMI) standards, and Agile best practices.
  • Participate in Program Executive Office Enterprise Information Systems (PEO EIS) periodic risk reviews.
  • Facilitate periodic EBS-C risk reviews and support internal teams in their risk reviews.
  • Coordinate and collaborate with all technical and functional stakeholders as required to develop and maintain Risks, Issues, and Opportunities being tracked at the program level.
  • Support the Product Lead and PMO staff with general PMO support activities.
Qualifications

Required

  • Bachelor's degree or equivalent combination of education and experience.
  • 5+ years of experience in program management in the Federal Government environment, preferably the DoD, or an agile software development environment.
  • Experience with program risk management.
  • Must possess excellent communication skills to interact with senior leadership, team members, customers, and support personnel.
  • Possess excellent analytical and problem-solving skills to help resolve technological and functional problems.
  • Agile certification such as SAFe Agilist, PMI ACP, Scrum Master, etc.
  • Experience with JIRA, Confluence, Gitlab, or other agile tools.
  • Possess communication skills to interact with team members, customers, and support personnel.
  • Experience working in an agile software development program(s).
  • Active Secret clearance.

Desired

  • Master's Degree in business, IT, or engineering fields
  • Project Management Professional (PMP) certification
  • Familiarity with DoD Acquisition Regulations, Directives, Instructions, and Policies.
  • Understanding of the complexities of ERP environments.
  • Risk Management professional certification.
  • Understanding of Army Logistics, Finance, and/or Human Resources.
