LMI seeks a Contract Specialist to support a federal program management office within Customs and Border Protection (CBP) in the National Capital Region. Responsibilities

You will be instrumental in guiding the acquisition strategy with an eye toward contracting that streamlines awards for the latest technological advancements in border security products. You will apply modernized processes and practices aligned with emerging technologies for maximum agility and efficiency to accommodate dynamic requirements.

    Perform market research on the latest systems supply chain management techniques to support development of new program concepts for system deployment or maintenance.
  • Provide support and resolution to Congressional taskers related to contracting strategy and execution of combined system fielding or maintenance contracts.
  • Prepare SES and higher headquarters-level brief, white papers, and memos used as the basis to support executive program recommendations and decisions.
  • Develop and manage project plans, task trackers and schedules that comply with the program's Performance Work Statement (PWS) and Work Breakdown Structure (WBS)
  • Assist in the written development of the Acquisition Plan
  • Develop RFPs and provide technical inputs on contractual documentation such as Statements of Work, Technical Instruction, and Scope of Work.
  • Establish project contract structure priorities and associated evaluation criteria.
  • Serve as a technical advisor on the adequacy of the system developer's execution of contractual requirements related to integrating, testing, fielding and maintaining combined system logistics and in-service engineering support services in the operational environment
  • Report information on the status of task order projects, along with any associated modifications and evaluate the contracted system developers' execution against the established Performance Measurement Baseline metrics.
  • Coordinate and establish the agenda and entrance/exit criteria for project meetings including Integrated Baseline Reviews, Program Management Reviews, In-Progress Reviews and other key technical interchange meetings.
Qualifications
  • Minimum 3 years' work experience and an Bachelor's degree in business, management, finance, or related discipline or Minimum of 9 years' work experience in acquisition
  • DHS Acquisition background and understanding of DHS acquisition life cycle framework and system engineering life cycle desired
  • DAWIA or FAC acquisition/contracting certification desired
  • Has a background in working with and navigating through government contracts
  • Experience supporting multi-functional teams for large, complex programs
  • A true team player who maintains a positive attitude in a dynamic environment.
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint
  • Ability to communicate clearly with a variety of stakeholders
  • Ability to effectively solve problems
  • Strong communication skills, both oral and written
  • Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation preferred.
