POSITION OVERVIEW

The contractor shall provide support to the NGB J2 and States by serving as an Intelligence Oversight Trainer. Intelligence Oversight ensures the legality and propriety of all intelligence and intelligence-related activity in NGB and the Title 32 National Guard. The ideal candidate should have a background in the Intelligence collection techniques common to CONUS and the States and Territories OCONUS. The IO Trainer will travel to States to assist with Staff Assistance Visits, IO Inspections and IO Training.

DUTIES AND RESPONSIBILITIES

  • Contractor shall compile J2, Army National Guard (ARNG)-G2 and Air National Guard (ANG)/A2 for input. Consolidate and draft the NGB J2 quarterly IO report.
  • Update and maintain NGB Proper Use Memorandum (PUM) and Domestic Imagery Legal Review (DILR) templates upon changes in Government policy, directives and instructions regarding domestic imagery, PUMs and DILRs.
  • Draft training, exercise, and real-world support PUMs and DILRs for Government review and distribution
  • Develop training briefings tailored to the specific missions of the state and provide clear, concise and precise instruction; review the state's IO programs for compliance
  • Review newly released U.S. Government intelligence oversight, intelligence and intelligence-related updates and new policies and IO concerns submitted by the JFHQ-States, JS, and the Services
  • Responsible for administrative preparations (e.g. schedule conference room, coordinate dial-in information with remote attendees, help create agendas and slides, coordinate slide inputs with IO Panel members, and print sign-in sheet and handouts), set up the conference room, attend and observe the NGB IO Panel. Contractor shall collect National Guard trends, issues and concerns regarding IO.
  • Monitor and collect article inputs for the quarterly NGB-IO newsletter.
  • Maintain and update JFHQ - State J2 contact roster and IO Point of Contact roster.
  • Update the electronic and hard copy IO Continuity Books upon any changes
  • Document and respond to all requests for information from the NGB, JFHQ States, ARNG and ANG units and other equities regarding intelligence oversight; log RFIs in tracking system
  • Provide, manage, and track initial and annual refresher IO and NDAP training for NGB.
  • Assist in the development and maintenance of various computer based training (CBT), to include the NGB IO Monitor Certification Course and other tailored IO and NDAP courses
  • Update the NGB J2 IO Community of Interest (COI) SharePoint Website with current and relevant IO information in order to help State J2s and unit IO Monitors establish and maintain effective IO programs.
  • Conduct quarterly reviews of all NGB J2 electronic (Non-Secure Internet Protocol Router (NIPR), Secure Internet Protocol Router (SIPR) and Joint Worldwide Intelligence Communications System (JWICS)) and hard copy intelligence files.

JOB REQUIREMENTS AND QUALIFICATIONS

  • Current Top Secret clearance and SSBI investigation with eligibility to be read on to SCI.
  • Mid-Level All-Source Analyst
  • Background in DoD and Services policy processes.
  • Experience working with the National Guard preferred
  • Comfortable working to manage databases and programs.

Experience: Mid-level

  • Bachelor's degree and eight (8) years of experience preferred.

Specialized Knowledge/Skills Requirements Individual Capabilities/Experience Desired:

  • Technically savvy and proficient in MS Office Products (PowerPoint, Excel, Word) and SharePoint
  • Detail Oriented.
  • Ability to communicate effectively and concisely using a variety of styles and techniques appropriate to the audience.
