Overview

The Clinical Program Policy Analyst offers strategic technical, policy, and programmatic support across various areas. This role involves extensive engagement in PEPFAR special initiatives while providing expert guidance on HIV/AIDS programs across the clinical cascade. The analyst serves as a liaison between internal and external stakeholders, representing the Deputy Global AIDS Coordinator, and collaboratively cultivates relationships to ensure impactful and innovative solutions. Additionally, the individual supports senior technical leadership in developing national guidelines, policies, and technical products focused on HIV/AIDS, tuberculosis (TB), and other infectious diseases.

The Clinical Program Policy Analyst provides strategic technical, policy, and programmatic support in all areas under PEPFAR's Office of Program Quality portfolio. The Advisor also engages in PEPFAR special initiatives across programmatic areas. Responsible for providing expert support across the clinical cascade, representing the Deputy Global AIDS Coordinator, and contributing to strategic planning.

    Provides expert technical and programmatic support on HIV across the clinical cascade, sharing program updates and providing support to translate these into action, while representing the Deputy Global AIDS Coordinator with both internal and external stakeholders.
  • Cultivates and manages collaborative relationships to ensure that all initiatives create innovative solutions that are timely, targeted, and designed to be highly impactful.
  • Drafts presentations, talking points, briefing checklists, Decision Memos, and other documents for the Deputy Global AIDS Coordinator, supporting senior technical leadership with the development of national guidelines and normative policies for subject matter areas of expertise.
  • Interprets technical findings and makes recommendations for improvements, proactively identifying risks or challenges to technical deliverables and creating mitigation plans.
  • Maintains primary responsibility for coordination of Interagency Technical Working Groups (TWGs) to support PEPFAR's 5 x 3 strategy and engages in the Strategic Planning processes by completing research projects and presenting findings and recommendations to Senior Leadership teams.
  • Supports review of Country Operations Planning (COP) and Regional Operations Planning (ROP) implementation, analyzing Panorama dashboards to identify trends in performance, program quality, expenditure, and data quality issues, and performing quarterly analysis on performance against targets and expenditures.
  • Reviews, analyzes, and evaluates the effectiveness of projects/activities and recommends areas for improvement, contributing to technical meetings and discussions on global health security priorities to support prevention, detection, control, and response to infectious diseases, including HIV/AIDS.
  • Provides technical assistance for implementation science, clinical research, and evaluation projects funded by PEPFAR, ensuring the medical and scientific integrity of all HIV/AIDS prevention, treatment, and care programs implemented pursuant to PEPFAR.
  • Serves as both a policy expert and a technical resource contributor to the development, coordination, and dissemination of new or revised international HIV/AIDS policies, analyzing research and program data routinely, and providing briefings in writing and orally to senior leadership.
  • Monitors on a regular and recurring basis HIV/AIDS prevention, treatment, and care program progress to identify successes, challenges, and recommend corrective action plans when needed, aiding in assuring the accountability, transparency, and impact of PEPFAR Plan and other HIV/AIDS programs supported by the USG.
  • Provides leadership and guidance in the design, implementation, and analysis of implementation science and program evaluation projects for PEPFAR as a technical and subject matter expert.
  • Performs other duties as job requires.
Qualifications

Skills/Qualifications: Must be self-motivated, have strong attention to detail, good oral and written communication skills. Must be in good physical condition and can occasionally travel.

Education and Experience: The following are desirable levels of experience:

  • Master's in Public Health, Health Sciences, allied sciences, or related fields appropriate to the work of the position preferred.
  • Minimum of 5 years of relevant work experience experience.

Clearance Requirements: Must be a U.S. Citizen. Must be able to obtain a Moderate Risk Public Trust (Tier 2) clearance required.

Physical Requirements:

  • Frequently lift and/or move parts up to 40lbs, and occasionally lift and/or move parts up to 50lbs
  • Stand, walk, stoop, kneel, crouch, or crawl for many continuous working hours
  • Frequently use arms, hands, and fingers to grasp and move network equipment
  • Frequently bend, stretch, twist, orreach overhead when moving network equipment
