INTRODUCTION

Under the direction of the DOC Director of Behavioral Health, the SUD Clinical Manager has the primary responsibility for fully implementing and monitoring all SUD services including Medication Assisted Treatment (MAT) throughout the DOC facilities known as the Central Detention Facility (CDF) and the Correctional Treatment Facility (CTF), jointly referred as the DC Jail. The SUD Clinical Manager will be responsible for delivering high quality, evidence-based services including curriculum-driven individual and group counseling and psychoeducation, the tracking and reporting of MAT services, and Naloxone education and distribution. Close collaboration with community-based clinics is required in order to assure continuity of care upon release from custody. These include select Unity health centers delivering MAT in the community, especially those with onsite pharmacies, as well as other Methadone and MAT providers. The SUD Clinical Manager will collaborate with Unity medical providers at DOC to expand, track and report SUD services. The SUD Clinical Manager will also be responsible for the hiring, training and supervising addiction counselors such as Certified Addictions Counselors (CAC), LPCs or other behavioral health professionals with addictions experience. The SUD Clinical Manager will also be responsible for the hiring, training and supervision of the SUD Program Coordinator, who will supervise the Peer Navigators and Administrative Coordinator.

In addition to direct care of program participants, the SUD Clinical Manager will be a resource for other staff members, including the Mental Health Coordinator, psychiatrists, mental health clinicians, physicians, physician assistants, nurse practitioners (family and psychiatric), nurses, discharge planners, correctional staff and the administration.

MAJOR DUTIES/ESSENTIAL FUNCTIONS
  • Hire, train, coach, and supervise addictions counselors and SUD Program Coordinator
  • Collaborate with the SUD Program Coordinator to develop, implement, and update program goals, objectives and strategies.
  • Collaborate with the SUD Program Coordinator to monitor and manage the grant budget and ensure the program is meeting grant goals.
  • Develop, schedule and implement high quality, evidence-based psychological and psycho-educational group and individual counseling program and sessions
  • Develop, implement, and oversee the clinical and therapeutic aspects of the SUD program offered on the men's and women's specialized treatment units, also called Wellness Units.
  • Provide clinical supervision to the SUD team members
  • Provide direct therapeutic services, such as addictions counseling, treatment planning, and group facilitation, for participants in the SUD program
  • Oversee implementation of point-of-care drug testing as part of diagnosis, assessment, treatment and follow-up monitoring
  • Oversee clinical documentation necessary for accurate data reporting and collection for required reporting
  • Develop policies and procedures for the SUD program and services, including eligibility and discharge criteria
  • Represent SUD program and team at meetings, as appropriate.
  • Establish and maintain close ties with community-based staff at Unity health centers as well as other FQHCs,

residential treatment centers, intensive outpatient treatment providers and MAT providers to assure same-day or next-day access for patients leaving the jail to assure continuity of care.

  • Work closely with peer navigators, community providers, and funding partners such as DBH to maximize opportunities for tracking follow-up/treatment adherence and long-term outcomes. Provide training and professional development opportunities for program staff to enhance their skills.
MINIMUM QUALIFICATIONS FOR THE POSITION
  • LICSW, LPC or Psychologist licensed to practice independently in the District of Columbia
  • Five (5) years of professional clinical experience
  • Two (2) years of program implementation and supervision experience preferred.
  • Certified Master Addictions Counselor (MAC) preferred
KNOWLEDGE, SKILLS AND ABILITIES
  • Familiar with standard concepts, practices and procedures within the field
  • Knowledgeable about Medication Assisted Treatment (MAT)
  • Able and willing to obtain NCCHC certification as Certified Correctional Health Professional (CCHP) within one year of hire
  • Extensive knowledge of DC behavioral health landscape
