Client streams for Connexi will focus on donors, I/NGOs, low and lower-middle income country governments, and the private sector.

The Contracts, Risk, and Compliance Senior Manager will work directly with the Connexi Global Operations team to support the development of contract and project management templates, policies, and procedures and will serve as a risk management, contracts and compliance resource. The manager will also work directly with Connexi technical implementation teams to support client and vendor negotiations, contract finalization and implementation. They will serve as an expert resource on compliance with client contracting regulations and supply chain procedures. They will work in close collaboration with the operations, finance and technical implementation teams to develop and manage risk management approaches consistent with the company key objectives. They will also ensure that contract and procurement records are consistent with the Chemonics Enterprise standards and will coordinate and collaborate as needed with Enterprise colleagues.

Principal Duties and Responsibilities:

* Provide advice and guidance to Connexi staff related to contracting best practices and with a focus on continual improvement and efficiency.
* Conduct independent review of firm binding legal documents as well as compliance reviews of solicitation documents, contract terms and conditions, NDAs, teaming arrangements, and other partnering templates to manage Connexi risk. Make recommendations and edits considering business needs and goals. Liaise with leadership and legal counsel as needed.
* Maintain and develop Connexi specific contract templates, as well as management tools and processes, to best support activities with clients, vendors, suppliers, third-party logistics providers, and other service providers. Make recommendations on strengthening policies and procedures considering client needs, team dynamics, and company goals and objectives.
* Serve as a contracts, risk and compliance subject matter expert as needed for quality control and guidance to ensure consistently high standards, including on project management, operations, finance, and new business activities/tasks
* Review and provide support and management for international registration activities. Assist operations team with reviewing local compliance requirements and supporting internal and Enterprise approval processes.
* Review and advise on continual improvements to the corporate authorities' structure, file/system security infrastructure, as well as support management of the enterprise risk management framework and tools as requested.
* Coordinate closely with Connexi Finance and Operations teams, as needed, to ensure consistency and compliant processes for fiduciary risk management and support corporate and/or contract reviews or audits.
* Advise and assist Connexi staff with on-going contracts and project management issues and decisions within the Connexi and Chemonics Enterprise policies, standards and practices in a strategic and problem-solving manner.
* Contribute to increasing staff awareness of relevant client regulations, company policies, tools, templates, and procedures as well as applicable laws through trainings (formal and ad hoc) and guidance materials.


Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The requirements below represent the knowledge, skills, and/or abilities required.

* Five (5) to seven (7) years of contract administration or compliance experience, preferably with a mix of private sector and US government clients, including for IT service providers and integrated supply chains.
* Experience with pricing strategies and budget development for private sector and donor solicitations/tenders as well as contract/project financial management.
* Bachelor's degree required; Master's in law or legal studies, and certificates in contract management preferred.
* Demonstrated experience solving complex technical, managerial or operational problems and ability to evaluate options based on relevant information, resources and knowledge.
* Possess a comprehensive understanding of project and contract management as well as experience with commercial contracting and negotiation, as well as international donor contract regulations.
* English fluency required; proficiency in a second language preferred.
* Ability to communicate clearly, concisely, and persuasively both orally and in writing, and deliver presentations, training, and facilitate meetings effectively required.
* Experience with a wide variety of contracts and subcontract types and methodologies for technical and logistics services as well as commodity and IT MIS procurement, and ability to provide strategic contracting and procurement planning and management.
* Knowledge of USAID, other US federal agency, and international donor (such as the UN, FCDO, Global Fund, etc.) regulations and policies strongly preferred.
* Strong analytical skills and demonstrated ability to solve complex problems.
* Experience with a start-up company, unit or team strongly preferred. Strong administrative skills, word processing abilities, knowledge of MS Office applications, and attention to detail.
* Ability to work independently and proactively required as well as ability to work as a productive team member.
* Strong organizational and work prioritization skills.
Physical Requirements
* Regular attendance for a hybrid work schedule and capability to support remote work consistently.
* Availability during normal business hours for EST are required.
* Ability to work in a normal office environment.
* Occasionally lift and/or move up to 25 pounds.

The Salary Range for this position is expected to be: $103,680 - $129,600.

An employee's pay position will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, performance, shift, travel requirements, and business or organizational needs.

Overtime exemption status may change due to state regulatory requirements.
