Summary:

We are looking for a Senior Program Director to help support the Health Resources and Services Administration (HRSA) within the Department of Health and Human Services (HHS). In support of HRSA's mission, the goals and objectives of this contract are to address core responsibilities for fiscal and programmatic oversight and program management of investments and assets.

Responsibilities

Essential Job Functions:

    Assess the HRSA's program management and oversight needs in support of the Call Order.
  • Examine the current status of HRSA's structures/infrastructure to determine if these items meet the needs necessary for the Agency to carry out activities pertaining to the Call Order. Based on the assessment, formulate recommendations regarding overall program management and support for the Call Order and submit to the Call Order COR.
  • Provide processes, workflows, templates, and reporting frameworks to Call Order's processes, management, and oversight of programs.
  • Identify any inter-dependencies, sequencing, milestones, risk/issues, and performance measures for Call Order activities.
  • Identify and provide recommendations to address legal and regulatory obstacles that will likely emerge throughout the implementation and planning process.
  • Proactively identify options and opportunities for program and process improvement.
  • Recommend program management implementation plans for organizational processes and systems to improve the efficiency and effectiveness of Sponsoring Activity strategy and operations.
  • Communicate progress on process and results regularly, including any quick wins during this period.
  • Document and develop solution recommendations for ongoing program implementation issues and escalations as they arise. Perform daily tracking and coordination of open issues and decisions across work streams and facilitate the follow-ups with the COR, who will relay across the Sponsoring Activity team until resolution.
  • Conduct analysis, prepare slides and memos for policy recommendations with options and impact assessments for each option.
  • Coordinate across Sponsoring Activity daily to facilitate decision-making and communicate decisions to the execution teams.
  • Facilitate central program management and identify cross-cutting program issues such as Internal Strategic Planning Meetings to discuss key topics and facilitate Sponsoring Activity and HRSA leadership decisions.
  • Attend meetings to track, coordinate and monitor efforts. Create meeting agendas with input from Sponsoring Activity leadership, provide analyses and considerations for agenda items, facilitate the discussion, document minutes and discussion outcomes, and follow-up with individuals to ensure action items are completed and report back on completed action items.
  • Create and manage tools (e.g., emails, dashboards, tracker documents) to enhance the effectiveness of program operations; for example, this could be an Excel document for analysis, action item tracking, SOPs, timelines, strategic planning, PMO dashboards in Excel.
Qualifications

Necessary Skills and Knowledge:

  • Experience working across multiple public health programs and offices in a federal agency.
  • A track record of working with primary health care leadership and staff within a federal agency.
  • A track record of strong project management capabilities.
  • Proven track record of building strong project teams.
  • Thorough knowledge of industry practices and regulations
  • Excellent writing and verbal skills, attention to detail, and goal oriented.
  • Strong computer knowledge and fiscal skills, to the degree that the Sr. Program Director can respond to various external regulatory agencies and to the internal needs of the agency, are required.

Minimum Qualifications:

  • Minimum ten (10) years of project management experience
  • PMP certification
  • Prior experience managing BPAs.
  • Prior experience managing large, complex contracts with many stakeholders.

Preferred Qualifications:

  • Bachelor's degree in a related field.

The salary range for this position is $180,000 - $200,000 annually.
