The Strategic Technology Analysis Group, part of SPA's Space and Intelligence Division, offers sophisticated capabilities (people, process & tools) to resolve unique problems in space, cyber, and special operations in support to military services, Secretary of Defense offices (OSD) and theater warfighters. SPA has an immediate need for a highly qualified JWAC Security Specialist- Special Technical Operations (STO).

Responsibilities

SPA is seeking a highly qualified and motivated Security Specialist- Special Technical Operations (STO) to support the Joint Warfare Analysis Center (JWAC) which provides the Combatant Commands (COCOMs), U.S. Strategic Command (USSTRATCOM), and the Joint Staff with effects-based, precision targeting options for selected networks and nodes in order to carry out the national security and military strategy of the United States during peace, crisis, and war. This position supports Security administration for JWAC, which is located at the Naval Support Activity - South Potomac (NSA-SP) base located in Dahlgren, Virginia (VA). The successful candidate shall provide Security with Special Access Programs experience, (personnel and all other required resources) to support the GSSO.

Position Description

Duties associated with this role include, but are not limited to the following:

    Assist in determining SAP access requirements for assigned civilian, military, and contractor personnel.

  • Advise, guide and/or train personnel on Special Access Program information security requirements and procedures relating to classification, marking, safeguarding, storage, reproduction, destruction and transmission of info.

  • Resolve classification/declassification issues.

  • Process annual Special Access Program (SAP) self-reporting forms, and report unfavorable/derogatory information.

  • Coordinate and process; visit requests, badge requests and authorizations, area accesses, special briefings clearance requirements.

  • Perform briefings, and/or training activities to ensure all personnel are informed of new/change policies procedures.

  • Assist in maintaining personnel security files for all personnel of the supported element.

  • Maintain Facility SOP/instructions/policy recommendations and updates and develop addendums, as required, for Special Access Program.

  • Conduct an annual assessment of JWAC's SAP security program IAW DoD, Joint Staff, USSTRATCOM regulations.

  • Assist in developing and maintaining System Security Management Plans, Program Protection Plans and Security Risk Analyses.

  • Support the entry/exit inspection of equipment from/to secure areas and schedule and participate in security spot checks.

  • Process and troubleshoot account requests for Secure Integration Cloud (SIC) and Compartmented Enterprise Services (CED).

  • Assist with Security Classification Guidance.

  • Access and verify clearances through Defense Information System for Security (DISS).

  • Prepare Program Access Requests in Joint Access Database Environment (JADE).

  • Process Billet Access requests/access and perform account management in/on the Planning and Decision Aid System (PDAS).

  • Perform Special Access Program (SAP), Integrated Joint Special Technical Operations (IJSTO) and Alternate Compensatory Control Measures (ACCM) briefings and debriefings, as required.

  • Conduct and document the security compliance inspection using the checklist template.

  • Review, update or create local security instructions and policies in accordance with DoD, Joint Staff and USSTRATCOM regulations.

Qualifications

Required Qualifications:

  • Greater than 18 months relevant experience with SAP/SCI security
  • Proficiency using JPAS, DISS, and JADE
  • Experience with Microsoft office suite basic understanding/application knowledge.
  • Must be able to lift up to 40 pounds and be able to climb a ladder up to ceiling height.
  • Top Secret, SCI/SAP eligible clearance required (SSBI/Tier 5 within the last six years)

Preferred Qualifications:

  • Preferred Special Technical Operations (STO)/Physical Security (Special Access Programs): with a Security Fundamentals Professional Certification (SFPC) to support the GSSO. (Not Required)
