Job Description

Jefferson Consulting Group is an award-winningwoman-owned small business seeking a Human Capital Specialist - Workforce Analytics to provide ongoing workforce planning subject matter expertise to the Maritime Administration (MARAD), a subcomponent of the US Department of Transportation. Working with the project lead, the specialist will design and conduct human capital data collection and analysis efforts, prepare and implement project monitoring and evaluation frameworks and protocols, plan and facilitate strategy sessions and work groups, work individually with senior administration personnel to help improve management and leadership proficiencies, and prepare evidence-based reports of observations and recommendations.

Role:

The Human Capital Specialist - Workforce Analytics focuses on delivering data-driven workforce planning and management consulting services to help customers plan for the future, while developing their talent for today. With thoughtfully designed, evidence-based solutions the specialist will help customers conduct empirical workforce analysis, calculate work demand and workload distribution, identify necessary workforce competencies and staffing requirements, assess gaps in skills and staffing, develop workforce action plans, and evaluate the implications of each on overarching organizational strategies.

Duties:

  • Conduct organizational studies to capture as-is operations and design functional to-be plans to effectively balance workload distribution, streamline work transfer, reduce time demands, and better utilize available resources; recommend opportunities for automation where appropriate.

  • Assess current operations and recommend approaches to improving service quality and timeliness, workload distribution, work schedules and employee satisfaction through improved management practices of distributed (hybrid) workers.

  • Design pulse survey, focus group and in-depth interview guides, coordinate participation, facilitate discussions, distill insights and observations, and prepare reports of finding to inform employee engagement, culture improvement and leadership development programs.

  • Design and facilitate a variety of teambuilding, strategic planning, and operational review workshops, preparing agendas, developing materials, leading discussions, collecting observations, and providing reports of findings.

  • Perform basic and advanced statistical analysis of quantitative datasets, identifying trends, anomalies, and relationships between variables to inform workforce strategy, workforce management and workforce optimization decisions and activities.

  • Design and maintain a variety of data analysis tools, dashboards and interactive visualizations and reports to support the presentation of static and real-time data to consultants and customers.

  • Prepare and present comprehensive reports of findings and presentations based on quantitative and qualitative analysis that is free from errors and omissions, and is accurate, evidence-based, and defensible.

  • Maintain expertise in federal human capital management policies, procedures, mandates, orders, and initiatives that impact department, agency and work unit practices, and industry best practices that may be useful in achieving workforce objectives.

  • Develop and maintain comprehensive project plans and schedules, track deliverables and manage resources against agreed upon milestones and budgets.

Qualifications:

  • MA/MS degree in Business, Management, Organizational Development, Human Resources, or similar field.

  • Professional credentials in human capital planning, management, analytics, and / or development.

  • 5-8 years of progressive work experience in workforce analysis or management, human resources management and / or, human capital planning.

  • Experience conducting quantitative and qualitative research, performing analysis, and preparing reports of recommendations to support organizational development and employee engagement initiatives.
