Job Description

Jefferson Solutions, the well-respected government consulting company of the Jefferson Consulting Group, a woman-owned small business, is seeking a Grants Management Specialists to support work with the Maritime Administration (MARAD). The mission of MARAD's Office of Port Infrastructure Development is to improve the maritime transportation system, including ports, through investment, integration, and innovation to meet the current and future needs of the Nation. The Grants Management Specialist will provide subject matter expertise in performing Grant Management Reviews and providing Advisory and Assistance Services as required.

Senior Grant Specialist:

  • Evaluates terms and conditions of grants/assistance awards to include costs, schedules, and oversight responsibilities. Serves a liaison with external customers, recipients, and awardee community to clarify, interpret, and resolve issues.
  • Conducts risk assessments and business reviews to recommend appropriate action to program managers. Represents the Maritime Administration and, when designated, the Department of Transportation or the U.S. Federal Government, in grant administration matters.
  • Monitors, assesses, and ensures compliance with all terms and conditions of award. Provides recommendations to program managers regarding grant assistance policies, procedures, and practices.
  • Provides technical assistance, oversight, expertise, and consultation to program officials, awardees, applicants, recipients, and sub-recipients as needed.
  • Reviews, analyzes, and evaluates grants/assistance applications, plans, and estimates. Determines awardee eligibility using specified formulas, methodologies and established eligibility criteria, such as competitive rating factors.

Grant Specialist:

  • Performs administrative and analytical work relating to discretionary grants, cooperative agreements, and mandatory grants using financial, administrative, business procedures.
  • Facilitates modifications to terms and conditions of grants/assistance awards to include costs, schedules, and scope of projects.
  • Performs the administrative functions such as termination or closeout of grants and/or grants assistance and agreement awards.
  • Reviews invoices for reimbursable agreements to ensure compliance with regulatory and policy standards and recommends payment.
  • Represents the Maritime Administration and, when designated, the Department of Transportation or the U.S. Federal Government, in grant administration matters.
  • Reviews and processes quarterly, semi-annual, and annual reports submitted by grantees.
  • Comprehends and applies grant and Federal assistance regulations, policies, procedures, and practices for the daily maintenance of a grant portfolio.
  • Prepares, processes, issues, and tracks grants and other assistance awards and ensures compliance with reporting requirements.
  • Conducts program evaluations, including monitoring and assessing awardee performance, against established performance measures.
  • Performs final review of completed awards, making appropriate adjustments or disallowances, and processes grant close-outs and ensures compliance with all regulatory and legal requirements

Qualifications: *

Education and Experience Requirements

  • A Master's Degree with 5 years of experience in transportation, infrastructure, or discretionary grant program administration
  • A Bachelor's Degree with 10 years of experience in transportation, infrastructure, or discretionary grant program administration
  • A high school diploma with 15 years of experience in transportation, infrastructure, or discretionary grant program administration.

* Strong organizational, interpersonal, communication, writing and analytical skills to effectively interact with senior level MARAD officials.

* Attention to detail, high standards of excellence and commitment to perform and execute all project activities successfully.
