Job Description

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by the incumbent(s) in this job. SUMMARY:

The Senior Specialist, Compensation, will be responsible for supporting the alignment of DC Water's Compensation programs with business objectives that support organizational strategies. The incumbent will be responsible for supporting the delivery of DC Water's compensation programs in close collaboration and under the supervision of the Manager, Compensation.

ESSENTIAL FUNCTIONS:

  • Provides advisory services to departments and HRBPs on all compensation matters to include reorganizations; assists departments in arriving at sound organizational structures.
  • Assesses the most complex compensation matters; develops recommendations to address complex compensation issues; and assists departments with implementing recommendations.
  • Leads departments in determining whether new jobs and/or revisions to existing jobs are warranted; develops job descriptions and collaborates with managers and supervisors to accurately document jobs.
  • Conducts research on Best Practices in compensation to develop new or support existing compensation initiatives based on analysis of current programs.
  • Serves as the project lead on compensation and compensation-related matters. May lead cross-function project team on compensation matters.
  • Guides management in the application of salary administration policies and procedures.
  • Establishes and provides compensation training on various compensation topics such as conducting salary equity reviews, and other compensation-related training.
  • Evaluates jobs for Fair Labor Standards Act classification and EEO classification.
  • Performs desk audits as necessary to assure that employees are assigned to the proper jobs.
  • Analyzes and reports on employee salaries to evaluate pay trends to identify and resolve equity issues.
  • Provides advisory services to Senior Executive Team, Directors, and managers regarding compensation matters; Provides recommendations to resolve the most complex compensation issues; and assists with implementing recommendations.
  • Prepares special reports.
  • Performs other related duties and projects as assigned at the discretion of the Manager, Compensation and/or Director, Total Rewards.

Key Working Relationships: Interacts with co-workers in the Department and throughout the Authority, representatives from other public and private organizations and agencies, representatives from surrounding jurisdictions, etc.

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

  • Bachelor's degree in Human Resource Management, Business Administration, Management, or a related field from an accredited college or university and five (5) years of progressive experience in compensation, job documentation, job evaluation, and performance management.
  • Creativity in providing innovative approaches to pay and performance.
  • Skill in communication orally and in writing.
  • Ability to relate to employees at all levels of the organization.
  • Ability to extract and manipulate data from Oracle as well as enter data and create Compensation-related reports in Oracle.
  • Ability to work extended hours.
  • Utilizes personal computer and maintains intermediate to advanced knowledge of applicable software programs (i.e., Word, Excel, Email, etc.).
