Job Description

The Alaka`ina Foundation Family of Companies (FOCs) has a need for a Program Manager to support our Government customers and contracts within Clinical Health & Research and Operational Infectious Disease Research and Surveillance domains located in San Diego, California.

This opportunity requires living within the San Diego area and working on a military base within an office setting.

DESCRIPTION OF RESPONSIBILITIES:

  • Supervises day-to-day contract and/or task order operations by developing technical and management procedures and controls, planning, executing, monitoring, and reporting progress and issues.
  • Tracks contractual deliverables and develops/maintains spend plans.
  • Collects performance data and prepares recurring contract deliverables.
  • Problem identification and risk management. Executes early and continuous process to identify problems, utilizing lessons learned to minimize problem reoccurrence, and provides follow-up to ensure problem resolution.
  • Coordinates with customer representatives to provide progress reports and updates and ensures problem resolution.
  • Prepares program summaries and produces reports as required and/or requested.
  • Provide input regarding the Program budgets to ensure usage is within contract requirement guidelines.
  • Oversees the acquisition and deployment of program resources.
  • Manages personnel by providing performance feedback & counseling as needed. Oversee and execute all contract personnel actions.
  • Ensures compliance with federal, state, and local safety regulations and on-site Standard Operating Procedures (SOPs).
  • Support the development and implementation of strategic planning efforts.
  • Facilitates information flow between leadership, government, and contract staff.
  • Ensures all medically licensed direct reports adhere to all local/state/federal requirements as required by their specialty, position, and duty location.
  • Provides contract employee advice and coordination for personnel actions as requested and/or required.
  • Ensures full compliance with all contract requirements, schedules, and provisions.
  • Develop strategic business development plans and participate in the development of corporate proposals.

REQUIRED DEGREE/EDUCATION/CERTIFICATION:

  • Bachelor's degree and 5+ years experience in Program Management
  • Master's degree in relevant field preferred.
  • Program Management certification or other relevant certification

REQUIRED SKILLS AND EXPERIENCE:

  • Minimum of three (3) to five (5) years direct Clinical or Research based Program Management experience managing junior and senior personnel.
  • Prior Navy Medical, or Clinical Research experience preferred. Experience in private or Government research settings required.
  • Knowledge of large federal program management and federal budget process required.
  • Ability to use sound judgment in problem-solving and excellent interpersonal and communications skills required.
  • Ability to coordinate multiple sites and complex issues at any given time required.
  • Must adhere to legal, professional, and ethical codes with respect to confidentiality and privacy.
  • Must be able to sit and stand for long periods of time.
  • Must be available to travel locally, nationally, and internationally.
  • Ability to manage contract task orders and ensure the successful completion of multiple technical tasks.
  • Effective supervisory skills and ability to clarify team purposes and goals, build team commitment, and strengthen collective skills and work approaches.
  • Ability to analyze and ensure that effective procedures are in place to meet contract objectives.
  • Ability to lead a team successfully through proven leadership and interpersonal skills.
  • Excellent communication (verbal and written) skills across time zones and stakeholder groups.
  • Excellent organizational skills.
  • Proficient in MS Office (Word, Excel, PowerPoint), Outlook & SharePoint.
  • Ability to prioritize and successfully manage numerous simultaneous activities.
  • Team player/collaborative facilitation.

DESIRED SKILLS AND EXPERIENCE:

  • Eight (8) years of related experience working with government agencies, contracting, and program management required.
  • Three (3) years of experience with public health education, community health organization, or social work.
  • Experience with data analysis and presentation of results.

REQUIRED CITIZENSHIP AND CLEARANCE:

  • Must Be a U.S. Citizen
  • Must have or be able to obtain Secret Clearance; preference to current active status.
