Overview

We are seeking one or more Regulatory Permitting Project Manager(s) to join our Permitting, Planning and Licensing team in Southern New England. Successful candidate(s) will be enthusiastic about their work, driven by intellectual curiosity, and strives to work collaboratively to best serve our clients and help create the future of our communities in meaningful and sustainable ways. The ideal candidate(s) would be a highly motivated self-starter(s) with interest in growing the environmental planning services throughout Massachusetts and the southern New England area.

The Regulatory Permitting Project Manager may report to either the Lowell, MA, Waltham, MA, Windsor, CT, or East Providence, RI offices of TRC.


Responsibilities

  • Lead and participate in regulatory permitting for a wide variety of site development, transportation, energy-related (electric transmission and renewable energy (wind/solar)), climate adaptation and resiliency, and pipeline projects.
  • Manage permitting projects at the federal, state, and local level with a strong track record of success.
  • Prepare permit applications, scientific reports, and environmental impact statements.
  • Be able to effectively direct and support other technical staff, interact with clients, stakeholders, and contractors, and manage budgets, invoicing, accounts receivable, schedules, and subcontractors, and support proposals and cost estimates.
  • Direct experience with MEPA reviews, MassDEP, and other New England states- permitting programs, such as Massachusetts Wetlands Protection Act Chapter 91, NEPA reviews, federal Clean Water Act and related permitting (Sections 404, 10, 408), federal or state Section 401 Water Quality Certification), and socioeconomic and Environmental Justice analyses.

Qualifications

  • Minimum qualifications include a bachelor's degree in environmental science/engineering, environmental/transportation planning, environmental policy, natural resources, or related field, and 8-plus years of post-degree experience.
  • Strong ability to prioritize, organize, and perform multiple work assignments simultaneously.
  • Knowledge of and ability to apply environmental compliance and permitting regulations of applicable regulatory agencies, including USACE, MEPA, Massachusetts DEP, Mass CZM, local Conservation Commissions, MassDOT, and Massport.
  • Familiarity and experience preparing MEPA and NEPA documentation including ENFs, EIRs, CATEXs, EAs, and EISs.
  • Experience addressing environmental justice requirements of state and federal permitting processes.
  • Excellent verbal and written communication and technical communication skills are mandatory.
  • The ability to prepare clear and concise reports, procedures, correspondence, and other written materials is also required.
  • Ability to maintain a positive attitude working under aggressive schedules.
  • Ability to manage teams of scientists performing field surveys and data collection and coordinating the work of other team members.

PREFERRED QUALIFICATIONS:

  • Previous project or staff management experience is highly desirable.
  • AICP, PWS, or other professional licenses or certifications are highly desirable.
  • Experience with sustainability and climate adaptation and resiliency planning is a plus.
  • Ability to support the team with the generation of new business development opportunities, preparing winning proposals, and client relationship management.

Compensation: Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
