About the Position

Dexis is seeking a Mid-Level Analyst to support technical deliverables as part of a potential evaluation with the Department of State within Dexis' Monitoring, Evaluation, and Learning (MEL) portfolio. The Analyst will provide methodological advisory support, conduct literature reviews, draft reports, and collect, manage, and analyze data as needed related to climate change and U.S. security assistance. The Analyst will work with other analysts and a project Team Lead to complete project deliverables.

This position is based in the Washington, D.C. metro area and may require periodic international travel. It is contingent upon project award.

Responsibilities
  • Conduct qualitative research, literature reviews, and other desktop studies, particularlyrelated to climate change and U.S. security assistance.
  • Clean and code large volumes of qualitative and quantitative data.
  • Provide support for data visualization and analysis.
  • Research and analyze program data to identify program trends.
  • Coordinate and collaborate with the appropriate stakeholders.
  • Independently manage all assigned performance monitoring-related tasks, including supervision of data collection and participation in evaluations and assessments, as applicable.
  • Contribute substantively to the design of evaluation methodology, data collection methods and protocols, data verification techniques, and other analytical tasks for performance, impact, and strategic level evaluations.
  • Contribute to the drafting of reports, findings from evaluations, presentations and briefs, and other products.
  • Provideadditional support, including copy editing, preparing deliverables, and othertasks as needed.
  • Coordinate with partners, clients, and relevant stakeholdersregarding research planning and execution as needed and under guidance of Team Lead.
  • Advise on policies, procedures, and best practices across technical teams on technical matters related to monitoring and evaluation.
  • Communicate results to partners, clients, and other relevant stakeholders through check-in meetings, and other debriefs as needed.
Qualifications
  • Bachelor's degree and eight (8) years of relevant experience required; graduate degree and five (5) years of relevant experience preferred.
  • Active SECRET clearance.
  • Minimum of five (5) years of experience designing or conducting research and analytical programs in support of policy decision-making.
  • Experience working on U.S. security assistance and security cooperation in support of foreign partners.
  • Understanding of foreign military roles and responsibilities in relation to U.S. security assistance.
  • Experience with the U.S. Government defense and commercial industries, which may include but not limited to various funding authorities, programmatic activities (i.e., train & equip, professional military education, civ-mil relations, etc.), and commercial entities and their products.
  • Experience conveying research and analysis for senior U.S. Government leadership.
  • Strong analytical capabilities including conducting literature reviews and incorporatingqualitative and quantitative data into evaluation/research findings.
  • Familiarity with data analysis software.
  • Proficiency with Microsoft Office Suite.
  • Strong written and verbal communication skills.
Preferred Qualifications
  • Professional knowledge of Foreign Military Financing (FMF).
  • Experience analyzing climate security and climate mitigation policies.
  • Strong interpersonal skills and experience conducting surveys, key informant interviews (KIIs), as well as individual/group interviews.
  • Experience with the U.S. Department of State.
