Job Description:

The Budget and Program Analyst will be responsible for the efficient and effective coordination of the department's annual budget submissions, tracking of performance metrics, monthly and quarterly reporting, and oversight of database systems under the direction of the Vice President of Resident Services.

Essentials Duties& Responsibilities:

  • Budget and Finance
    • Manage the preparation and submission of the department's annual budget in coordination with Resident
    • Services management staff and the Finance Department.
    • Track the department's expenditures to ensure spending aligns with the purpose and scope of the designated budget.
    • Collect and validate back up documents related to department expenditures including the use of agency credit cards and the purchase of gift cards.
    • Serves as a primary financial resource to department staff.
  • Data Management and Compliance
    • Oversee the department's database systems including Yardi and Assessforce.
    • Apply a range of data analysis techniques to identify trends, patterns, and performance indicators and provide a detailed understanding of the quantity and quality of services.
    • Assess various existing data entry processes and forms; make recommendations to streamline data collection, storage, and reporting processes.
    • Develop and maintain data management protocols and procedures; conduct regular audits and quality checks to ensure data integrity and adherence to established standards.
  • Performance Monitoring and Reporting
    • Develop departmental performance indicators, scorecards and dashboards related to service quality and performance; and work with relevant cross-departmental colleagues to identify methods to collect and analyze such indicators.
    • Develop and maintain a process for gathering, validating, and analyzing performance information.
    • Monitor program performance against established targets and goals
    • identify performance monitoring gaps and make recommendations for program improvement.
    • Prepare regular performance reports, dashboards, and presentations for senior management and external stakeholders.

Minimum Qualifications

  • Five (5) years of substantial and demonstrable experience in Budget management and/or Program management.
  • Experience in developing, managing, and tracking budgets.

Education:

  • Bachelor's degree in Finance, Budgeting, Economics, Accounting, Public Administration, Business Administration or a related field.

Preferred Skills:

  • Strong interpersonal skills, cultural humility, and the ability to engage sensitively and constructively with department and agency leadership is essential.
  • Excellent oral and written communication skills
  • Must have the ability to work independently, meet deadlines and exercise good judgment
  • Must demonstrate advanced knowledge of Microsoft Excel, Word, and PowerPoint or comparable tools
  • Proficiency in using software and data analysis tools to extract meaningful insights
  • Ability to use data visualization tools to translate human service data into comprehensible visual representations, aiding in communication and decision-making.
  • Deep understanding of ethical considerations surrounding sensitive human service data, including confidentiality, informed consent, and the responsible use of data.
