Job Description

Data Systems Analysts, Inc. (DSA) is searching for a Proposal Manager who will have the responsibility of coordinating all phases of the company's proposal process in response to U.S. government requests for proposals (RFPs). This position reports to the DSA Proposal Operations Director and will serve as a member of a high performing business development team. The successful candidate will directly contribute to DSA's growth via challenging, high-visibility projects. The ability to meet deadlines is essential. A commitment to teamwork and detailed follow-through will be the key to success in this role.

Responsibilities include:

  • Exercising full responsibility and authority for complex government proposals and bid preparations.
  • Coordinating proposal efforts with technical operational business units, contracts, finance, human resources, external graphics, and subcontractors.
  • Ensure winning discriminators and themes are espoused throughout proposals.
  • Guide and mentor proposal authors
  • Ability to think creatively and conceptualize graphical responses.
  • Overseeing the proposal team and coordinating efforts and ensuring all timelines are met
  • Ensuring proposals are in accordance with requirements and FARs
  • Ability to use Artificial Intelligence / Machine Learning tools that support both capture and proposals
Required Skills:
  • A minimum of five years of experience leading DoD and/or Federal Civilian proposal efforts
  • A detailed knowledge of Government and DoD contracts
  • A detailed knowledge of the Shipley proposal process
  • The skill to independently define, schedule, and manage the proposal preparation process, including the ability to understand and analyze the details of an RFP is a must
  • Demonstration of the necessary personality and leadership skills to engage and motivate a diverse group of Engineers, Project Managers, Pricing, Contracts/Procurement, Consultants, and Subcontractors
    Outstanding communication skills (written and oral); including an expert knowledge of Microsoft Office Suite and Microsoft SharePoint
  • Exceptional facilitation and organization skills are required
  • Regularly monitoring for amendments, Q&A, and other solicitations during proposal process and post-submission
  • Ability to prioritize work and manage simultaneous proposals at various stages and with varying complexity
  • Reviewing and editing proposal content for compliance, completeness, and credibility.
Desired skills:
  • Graphics creation/editing

Required/Desired Education & Certifications:
  • Bachelor's degree
