Position Overview

Arnold Ventures' Public Finance initiative aims to advance tax and budget policies that promote fiscal stability for government - with a focus on the federal level - and economic opportunity, mobility, and security. We invest in developing high-quality research that helps policymakers craft smart, evidence-based legislative and administrative solutions to some of our biggest fiscal challenges. We advance our agenda through grantmaking to academic and nonprofit researchers, in-house policy analysis, and advocacy.


The Program Integrity Fellow will pursue reforms in specific federal administrative departments to improve the financial efficiency of specific programs. The Fellow will guide and execute research to identify inefficient policies and practices within those departments and propose reforms. Examples of such practices may include the design of federal policies in areas such as economic development, insurance programs, small business supports, transfer programs and disaster relief funding. The Fellow will pursue solutions to address the identified opportunities and execute on proposed reforms. Program Integrity Fellows will be located in our Washington, DC, office and report to the Vice President of Public Finance.


Core Responsibilities

  • In collaboration with the Executive Vice President and Vice President of Public Finance, identify areas for policy development, and lead the research and drafting of policy white papers and legislative or regulatory analyses.
  • Lead the drafting of public comments in response to regulatory actions, Requests for Information, or legislative proceedings on program integrity matters.
  • Provide technical assistance to policymakers as they craft program integrity controls.
  • Provide thought partnership to AV grantees on policy development.
  • Develop and manage relationships with key stakeholders, experts, and new and existing grantees.
  • Support the Public Finance team by providing input on strategy, investments, and communications.

Term

Program Integrity Fellows will be regular, full-time positions and eligible to participate in Arnold Ventures' benefits plan. We anticipate that the Public Integrity Fellow will be appointed for a two-year fixed term.


Required Qualifications

  • Bachelor's degree in a relevant field.
  • At least five years of relevant work experience either within federal government agencies or in a legislative capacity of oversight of such agencies.
  • A unique understanding of the inner workings of specific government agencies, and concrete ideas of ways to improve the execution of programs within those agencies.
  • Excellent oral and written communication skills, with the ability to craft concrete policy solutions and communicate those solutions both to content experts and to diverse, nontechnical audiences.

  • Writing sample. A piece of work that you were an active participant in preparing and that is related to the focus area you would like to advance as a Public Integrity Fellow.
