Government Property Senior Lead
Position Overview

At Aurora Flight Sciences, we design, build, and fly advanced aircraft and enabling technologies from concept to reality. We are searching for a talented and self-motivated Government Property Senior Lead to help us create the future of flight. Responsibilities will include but not be limited to the following:

Responsibilities

* Lead all aspects of maintaining and executing AFS's Government Property System
* Lead program and functional teams responsible for overseeing and managing government property
* Lead the drafting and maintenance of property policies and guidance at the command level
* Lead policy implementation and execution
* Administers the terms of contract provisions that specify the company's obligations to acquire, control, use, care for, report and dispose of property. Interacts with contracting organizations and customers regarding current property system status. Performs audits, documents processes and procedures and investigates and reports lost or damaged property. Provides support, expertise, concepts and formats to enhance and manage information by utilizing off-the-shelf software, SAP ByDesign, or Aurora system tools to manage and communicate property information.
* Determines property acquisition requirements (e.g., company, customer, agency), product availability (e.g., acquire, transfer, reutilize property) and authority (e.g., contract terms, funding source) to fulfill company, program or contractual obligations
* Establishes a property record (e.g., special tooling, test equipment, agency peculiar, plant equipment, material) for company or government property by entering pertinent property data (e.g., nomenclature, unit price, quantity) into a property tracking system (e.g, database, stock record cards). Maintains accountability from initial acquisition to final disposition. Participates in the development and implementation of tools, processes and procedures.
* Processes the movement of property by coordinating, preparing and documenting applicable forms to accomplish a change of ownership, accountability or location of property in accordance with applicable government regulations, customer contracts or corporate policy.
* Coordinates the physical inventory of property (e.g., sighting, scanning, exception, statistical sampling) and reconciles results (e.g., inventory accuracy, inventory adjustment vouchers, loss reports) to ensure compliance with regulations (e.g., Federal Acquisition Regulations [FAR], DFAR, company policies) and to verify that property records accurately reflect inventory on hand.
* Provides company and agency periodic accountability reports and financial statements to internal and external customers to support corporate (e.g., property tax, depreciation and amortization reporting) and contractual requirements (e.g., DD 1662, NF 1018).
* Ensures that property is allowable, reasonable, allocable and utilized in accordance with company and contract requirements. Reviews records for accuracy and reviews processes for compliance to establish procedures and guidelines.
* Performs disposition (e.g., reclamation, scrap, sale, transfer) of property identified by company, legal or contractual requirements (e.g., utilization reviews, screening, inventory schedules) in accordance with procedures. Completes all property related activities at completion or termination of contract including disposition of property. Ensures all inventory adjustments, liability determinations and title issues are resolved.
* Confirms that work is scheduled and performed in accordance with applicable government regulations, customer contracts, corporate policy or recommended industry standards.
* Handles disposition of property identified by company, legal or contractual requirements in accordance with procedures.

Minimum Requirements

* Education/experience typically acquired through advanced education (e.g. Bachelor) and typically 10 or more years' related (Government Property management) work experience or an equivalent combination of education and experience (e.g. Master+8 years' related work experience, 14 years' related work experience, etc.).
* Expertise in compliance with FAR 52.245-1 and related government property management requirements.
* Skills should include attention to detail, mastery of written and oral communication, and good organizational skills.
* Strong computer skills are needed, with knowledge of Microsoft Office products and ERP systems.
* Self-motivated and able to work independently as well as part of a team.
* Must be US person.

Preferred Requirements

* Bachelor's Degree and 15+ years' experience in Government Property Management or an equivalent combination of education and experience (e.g. Master+13 years' related work experience, 19 years' related work experience, etc.)
* Expertise in compliance with FAR 52.245-1 and related government property management requirements.
* Prior management or leadership experience
* Knowledge of SAP S4 and/or SAP ByDesign
* Broad Knowledge of FAR, DFAR, ITAR & EAR
* CPPA or CPPM certifications.

Physical Requirements

* Ability to lift up to 35 pounds.
* Work onsite in Manassas, VA.

Salary Range (Annualized USD)
  • Minimum Range: $79,000.00 to $140,000.00
  • Maximum Range: $94,000.00 to $167,000.00
