ARServices is seeking a Science & Technology (S&T) Fellow to establish and grow a national security portfolio of programs spanning a broad S&T spectrum that includes, chemical, biological, radioactive, and nuclear (CBRN) disciplines, as well as life sciences, with the overarching objective of advancing critical U.S. missions and their impact. This includes foundational programs primarily within the Department of Homeland Security. However additional expertise with Department of Defense (DoD) and/or Department of Energy (DOE) is highly desirable. The Fellow must have demonstrated success advising clients on emerging technology as it relates to mission impact. This may result in new business in these organizations and their components, and include capture and execution large, complex programs of relevant scope. The Fellow will be responsible for directing and managing several initiatives simultaneously, accepting ownership and accountability for proposed solutions to include teaming and strategies for compliant, compelling, and winning proposals. In addition, the Fellow will:

  • Serve as a subject matter expert (SME) in the CBRN technical space.
  • Build trusted advisor relationships with key client executives through content-driven discussions aligned to the client's priorities,
  • Identify and influence key decision-makers within the client organization,
  • Translate requirements into robust win strategy; test and validate solutions with customers, advance value proposition and differentiated bid elements based on compelling features and benefits.
  • Gather pursuit/program intelligence to assess competition, evaluating strengths and threats to differentiate ARServices against competitors.
  • Drive corporate teaming and direct our technical solution through final proposal submission,
  • Demonstrate ability to work effectively in fast-paced, time sensitive and often multi-tasking environment.
  • Advise or manage multiple programs and contracts supporting a variety of Government customers, industry partners and/or subcontractors.
  • Responsible for the enforcing work standards, project resource management, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes and goals of ARServices and its customers.
  • Supporting the alignment of quality, cost and customer satisfaction in support of the contract objectives and corporate initiatives.
  • Provide leadership to train and direct multi-discipline teams potentially dispersed geographically.
Requirements
  • PhD degree plus 10 years or more of related experience in a relevant field is required.
  • Experience supporting a National Laboratory is highly desired.
  • Experience in relationship building that increases account penetration and builds a qualified pipeline of opportunities with new and existing clients. Prior service with DHS, DoD, and DOE is highly desired.
  • Demonstrated, sustained ability and reputation of supporting winning complex, prime contract awards in support of federal government clients with values in the range of $25M - $150M single-award deals and above.
  • Demonstrable understanding of federal procurement acquisition process, contract types (non-IDIQ, IDIQ - single or multiple award contracts), as well as payment types (e.g., FFP, T&M, cost plus) is expected.
  • Strong project management skills managing complex, multifaceted projects resulting in measurable successes and program growth. PMP certification is highly desired.
  • U.S. Citizen who has or is eligible to obtain a Top Secret clearance.
