Manhattan Strategy Group (MSG) is seeking a Technical Proposal Writer - Solutions Architect to join our business development team in Bethesda, MD. This position requires experience in a highly dynamic and fast-paced environment where federal proposal responses are developed for federal agencies, state governments, and foundations in response to Requests for Proposals (RFP). A background in actual performance on information technology contracts in the federal government space is a plus for this position. The successful candidate will be fully engaged in Capture and Proposal development, creating artifacts, and running matrixed technical and management proposal teams. This role is for a full-time employment position.
Job Responsibilities/Duties:
  • Read and analyze RFP requirements.
  • Work with the Capture Manager, Proposal Manager, IT Operations leadership, and SMEs to effectively identify and develop proposal strategies, win themes, outlines, and storyboards.
  • Write and develop compliant and compelling proposal content in response to RFIs, RFPs, task order responses, contract vehicle responses, and other business opportunities.
  • Gather information for drafting writing, revising, editing, formatting, and finalizing relevant proposal sections, including:
    • Project understanding, including objectives, outcomes, and deliverables.
    • Scope of work
    • Technical solution approach and methodology
    • Company core capabilities/competencies,
    • Past performances
    • Management plans including project management, quality control, and reporting methods.
    • Staffing and recruiting plans.
    • Proposed staff experience
    • Proposed staff resumes.
    • Proposal outlines, compliance matrices, table of contents
  • Ensure each proposal is well-written, persuasive, and compliant with RFQ requirements and evaluation criteria.
  • Support the maintenance of proposal library documents database, including past performance and staff resumes.
  • Support team with managing proposal development schedule by including time for solution development, writing, review, revision, formatting, editing, production, and delivery.
  • Provide expert guidance, coaching, mentorship, and leadership to less-experienced colleagues.
  • Review iterative solution approaches with the leadership team and subject matter experts; conduct iterative solution health assessments and include the voice of the solution in Gate reviews (Strategy, Bid, etc).
  • Lead multiple technical SMEs to develop a winning overall solution approach and contribute individual expertise in one or more of the following technology domains - Cloud, Web development, Software, and/or database development.
  • Work with Capture Manager and Program Manager (and Pricing) to develop solutions iteratively (including technical, management, transition, and cost/estimation) under the MSG Solution Development Approach.
  • Lead development of and review needed project schedules, Work Breakdown Structures, and Risk and Quality Management plans.
  • Ensure alignment between our management story, pricing story, and our technical story.
  • Author Technical volume introductions, key sections, and oral slides including developing compelling graphics.
Qualifications:
  • Bachelor's degree in a technical field (such as software development), English or journalism preferred.
  • Minimum 15 years supporting responses to proposals in the Federal IT space.
  • Minimum of 15 years of experience successfully architecting technical solutions and leading and supporting complex capture pursuits and proposals.
  • Experience writing at least ten (10) or more proposals to the Federal government.
  • Experience with general IT processes, i.e. ITIL, Agile. Experience with content management systems preferred.
  • Demonstrated ability to successfully lead solution development and technical proposal for highly strategic, and complex deals.
  • Proficiency in the Microsoft Suite
  • Ability to work independently in a fast-paced, results-oriented environment.
  • U.S. Citizenship required.
