Overview

VTG is seeking a Project Management Analyst (Mid-Senior) with a strong understanding of all phases of the Department of Defense acquisition lifecycle development and project/program managerial experience in accordance with PMI PMP methodology and outlined in DAU's Adaptive Acquisition Framework (AAF) to support the Spectrum Relocation Fund (SRF) Program Manager (PM) and Deputy Program Manager (DPM). The position is a hybrid position where they will occasionally report to either VTG's New Jersey Avenue Office in Washington D.C. or onsite at the Washington Navy Yard in Washington D.C.


What will you do?

  • Provide and promptly respond to short and long-term tasking from our Navy customer Leadership, coordinating as necessary with stakeholders to provide quality on time products to include briefs, information papers, analysis reports, coordination of program reviews, issues resolution proposal, and risk registers.
  • As a project management analyst, you will provide subject matter expertise recommendations regarding relevant policies and guidelines, such as DODD 5000.1 The Defense Acquisition System, Acquisition Guidebooks and governing SRF policies, processes, and procedures.
  • Direct liaison to SYSCOM stakeholders throughout the USN that have been impacted by the SRF Spectrum Auctions, actioning Taskers from DoD/DON CIO and/or OPNAV, feasibility study input and transition planning activities, SYSCOM/SRF Band status report and remaining in a proactive stance to assist the customer, PM and DPM to successfully execute the SRF Program so projects can be closed-out.

Do you have what it takes?

Required skills:

  • A bachelor's degree in a relevant field (e.g. Acquisition, Management, Accounting, Business, Finance, Economics, etc.) and at least 10 years of Experience in DoD Analytics Support.
  • Must be an excellent communicator with the ability to establish rapport with various stakeholders while building stronger relationships between NAVSEA and these external organizations within the USN on behalf of the NAVSEA PM/DPM.
  • Must be comfortable in developing briefs for the NAVSEA PM/DPM while also being comfortable with briefing on behalf of the PM/DPM as requested.
  • Must be organized with the ability to navigate between various networks and maintaining repository of SRF information.
  • Must be proficient in being able to speak to the lifecycle of both ACAT and non-ACAT designated Programs so you can determine where a program is in the lifecycle and assist the PM/DPM with understanding what activities remain so the Program can reach Comparable Capability and Close-out.
  • Thorough understanding of DoD acquisition management outlined in the FAR, DFARS, DoD and NAVSEA 5000 series Program Acquisitions Instructions, etc.
  • MS Suite Proficiency - including Power Point, Word, Excel, Teams, and SharePoint.
  • Proactive and excellent customer service with management experience.
  • Creative, poised, and flexible supporting USN leadership.
  • Must have active DoD Secret Clearance and the ability to sustain one.

Preferred skills:

  • 10 Years DoD Civilian/Contractor management experience, prefer support to NAVSEA at the Washington Navy Yard in Washington D.C.
  • Related certification such as DAWIA, PMP, CAPM, DAU Training etc.
  • Ideal candidate will have had experience with Lean Six Sigma practices and/or other process improvement efforts.
  • Previous experience dealing with the Spectrum Relocation Fund (SRF).
