Job Description

SUMMARY

The International Development Program Manager will lead a program supporting the United States Agency for International Development(USAID). This program will provide professional administrative support services to minimize staffing gaps, ensure continuity, and to complement the direct hire workforce.The Program Manager will be responsible for overseeing staff providing many administrative, technical, and executive support services. These services include programmatic support, management support, technical services, communications, and general task order management.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Provide technical leadership for project activities.
  • Ensure quality control and timeliness of all deliverables.
  • Supervise and prepare work plans, financial, logistical, and other documents.
  • Review all financial and logistical information on a periodic basis.
  • Provide administrative oversight of Institutional Support Contract(ISC) team to include time management, staffing, travel, and security processing.
  • Ensures a safe and healthy working environment for our employees.
  • Manage and communicates program risks and challenges.
  • Maintain regular and punctual attendance.
  • Other duties as assigned.

SUPERVISORY RESPONSIBILITIES

  • Lead program for USAID.
  • Identify and supervise staff and consultants.

Job Requirements

MINIMUM QUALIFICATIONS

  • Master's degree in international development, public administration, public policy, business administration, or a related field.
  • Minimum of seven (7) years of progressively responsible work experience in contract administration, operations and/or project management roles on complex USAID-funded projects.
  • Knowledge of USAID projects, and the U.S. Government rule and regulations (including but not limited to Federal Acquisition Regulation (FAR), U.S. Agency for International Development Acquisition Regulation(AIDAR), Automated Directives System (ADS), and Code of Federal Regulations(CFR)).
  • Practical experience in project management, budgeting and budget quality assurance, contract administration, compliance, and other project operations and management areas.
  • Effective oral and written communication skills, including strong writing and editing capabilities.
  • Strong organizational skills, attention to detail, ability to multitask, and ability to work well under pressure.
  • Must be able to obtain and maintain a SECRET security clearance (U.S. citizenship required).

DESIRED QUALIFICATIONS & SKILLS

  • Experience with and interest in international development, and key issues facing USAID.
  • Previous experience leading an ISC program within USAID.
  • Experience with SOW development for technical assistance engagements.
  • Experience with US-based USAID programs and/or buy-in activity contracts.
  • Demonstrable experience working with teams, with strong interpersonal and relationship-building skills.
  • Strong skills in effective client relationship management, including management of relationships with USAID counterparts.
  • PMP certification preferred.
  • Must be located in the Washington DC metro area.
  • Thorough knowledge of Microsoft software (Word, Excel, Access and PowerPoint).

WORK SCHEDULE

40 hours per week with overtime and travel. Will be required to work additional hours as needed to complete assignments or projects.

TRAVEL

Position may require travel between offices regularly to carry out duties. May be up to 50% of the time.

DRIVING REQUIREMENTS

Must have or be able to attain a valid state driver's license and be insurable on the company's automobile insurance policy.

Driving, with or without accommodation, may be required when traveling and/or short occasional amounts. The expected driving time is less than 50%.

PHYSICAL DEMANDS

Position consists of sitting for long periods of time, using hands/fingers, handling, reaching with hands and arms, talking, hearing and seeing up close, at a distance, along the periphery, with depth perception and the ability to focus; occasional walking or standing, bending, kneeling, stooping, crouching, and lifting boxes weighing up to 15 pounds. Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities. WORK ENVIRONMENT

Work is performed in a professional office setting including the normal office equipment (filing cabinets, computers, phones, fax machines, copier) and with a wide variety of people in differing functions, personalities and abilities.
