LMI is seeking an individual to lead the design and development of a supply chain innovation operational framework for a federal client. At minimum, the operational framework will provide a structured and repeatable process for managing supply chain innovation across the entire lifecycle and Department. The framework will need to address the following functions within innovation management: exploration and discovery, rapid development and testing, iterative design, user and customer experience, maturing solutions through replication, and scaling validated solutions with change and adoption management. In addition, the framework will need address different innovation pathways, including establishment of different problem and solution domains and defining the client's approach for taking advantage of innovation originating from within the client's organization, other Federal partners, academia, and industry, etc.

Responsibilities

The candidate will use their interdisciplinary (e.g., managerial, business, and technical) background to design and develop a supply chain innovation operational framework that will seamlessly facilitate the development of cutting-edge applications and other solutions. This includes collaborating with a mix of stakeholders such as developers, technical subject matter experts, industry partners, customers, and senior leaders.

Primary Responsibilities will include:

    Leading the design and development of a new end-to-end innovation framework, including development of the overarching concept, supporting strategies for maturing an innovation program, clearly defined project standards, and relevant performance metrics and measures.
  • Developing strategies that encourage innovation within a federal agency and account for: 1) the absence of competitive forces and workforce capacity to actualize innovation, and 2) a bureaucracy that impacts the ability to experiment, sunset outdated infrastructure, and offer incentives for product or service improvements.
  • Managing or serving as a strategic advisor for the client's pilot projects, from conception through testing and implementation.
  • Fostering positive working relationships with the client and client's customers and stakeholders, industry partners, and leadership counterparts.
  • Managing complex interactions between technical and non-technical teams.
  • Keeping up to date with and regularly communicating industry trends and best practices in innovation management and various technical domains.

Secondary Responsibilities may include:

  • Supporting other complementary work streams as needed related to strategy, planning, policy, governance, program management and other similar topics.
  • Serving as a strategic advisor to assist the client in developing an innovation-nurturing culture.
  • Providing input and feedback to product development teams to inform research, prototyping, and product development priorities.
  • Working with development teams to ensure that proposed solutions are feasible.
  • Monitoring project performance, including cost, schedule, scope, to ensure they are implemented, supported, and closed accurately and in accordance with project standards.
  • Preparing core project documents and developing project specific policies, procedures, and reports.
  • Monitoring technical and development issues and proactively seeking out solutions.
Qualifications

The role will require a self-starter with a proven track record of success designing and developing innovation management programs and managing pilot projects, ideally for federal clients. The role requires interdisciplinary experience and/or expertise combined with the ability to effectively communicate technical concepts to non-technical audiences and vice versa.

Required Skills

  • Bachelor's degree or higher
  • At least 10-15 years of experience
  • Experience working for the federal government as an employee or contractor
  • Experience designing and developing end-to-end innovation management frameworks
  • Strong knowledge of different innovation paradigms, including the circumstances when they are most applicable
  • Ability to manage pilot projects, from conception through testing and implementation
  • Strong knowledge of or competency in human-centered design and user experience research, application lifecycle management (including agile application development), data operations and data science, and project management
  • Ability to understand and write business, operational and technical requirements
  • Strong critical thinking, problem solving, and analytical skills
  • Ability to establish and maintain effective relationships with customers, vendors, and other stakeholders
  • Superior communication and presentation skills, both oral and written
  • Ability to work independently and manage multiple tasks and projects simultaneously
  • Ability to obtain and maintain a US government security clearance; US citizenship required

  • Master's degree or higher

  • PMP certification or other equivalent certifications
  • Human centered design-related certifications
  • Agile-related certifications
  • Expertise or experience in supply chain operations and management
  • Current US government security clearance
