Job Description

Sayres is seeking a Test and Evaluation SME in Washington, DC with a SECRET clearance, verifiable in DISS.

Responsibilities:

The Test and Evaluation SME will support NAVSEA Program Offices and will be responsible for the following:

  • Provide Test and Evaluation program management and analysis support. Demonstrate an understanding of DoD requirements, NAVSEA Program Office operations, policies, procedures and schedules related to shipbuilding Test and Evaluation.
  • Support Program Office as subject matter expert for all T&E requirements
  • Develop the Test and Evaluation Master Plan (TEMP) and provide input to other required DOD 5000 series documentation in support of new class of Submarine Tender and Sealift ships.
  • Responsible for the development, Review and staffing on test plans for each system to ensure functionality and integration across systems is reflected in overall test plan to meet requirements for IOC.
  • Translate the requirements included in the Ship Specifications for Preliminary Design and Detailed Design and Construction contracts to testable artifacts.
  • Participation in designated meetings, milestone reviews, working groups, Integrated Product Teams (IPT), and engagements with T&E stakeholders / community to represent the Program Office.
  • Prepare and review input to technical reports, status reports, project plans, letters, technical memoranda, contract reports and formal briefings
  • Convene, coordinate meetings and Program Reviews, develop agendas, take minutes, capture actions, and track action status to completion as appropriate to address T&E concerns, issues, or plan development
  • Coordinate planning of test events with various stakeholders to include program office, ship's force, Military Sealift Command, and others as needed
  • Apply knowledge of DoD 5000, Operation of the Defense Acquisition System, and become familiar with associated statutory and regulatory requirements of ACAT I/II programs.
  • Provide direct support to Navy program office personnel. Utilize experience, communication with numerous stakeholders, and judgment to plan and accomplish goals.
  • Occasional travel to various locations for meetings with stakeholders and shipyards, including shipboard visits and onboard site checks.

Minimum Skill Sets of Qualified Candidates

  • Bachelor's degree in Engineering, Test or related field.
  • Five (5) to (10) years of relevant Test and Evaluation experience on ACAT I/II Navy Shipbuilding programs
  • Must have had direct experience in developing the required test plans, coordinating with OPNAV, OSD T&E, and COTF. Possess the skills and proven experience in staffing these reports for approval through the DoD Test community.
  • Must possess strong organizational and time management skills; the ability to prioritize and perform multiple tasks simultaneously; exceptional interpersonal and communication skills; highly self-motivated and resourceful with strong problem-solving skills; and exceptional attention to detail.
  • Must have strong verbal and written communication skills with a willingness to work effectively with a team of government and industry professionals including the ability to generate correspondence in a professional and timely manner.
  • Ability to work in a fast-paced environment independently and as part of an integrated team where the workload and priorities change quickly.
  • Exceptional command of MS Office Suite, including Word, Excel and PowerPoint.
  • Active Secret security clearance verifiable in DISS.

Preferred:

  • 2-5 Years Operational Testing Experience
  • DAWIA T&E Level certification
