Job Description

ANALYGENCE is supporting the USAID Management Bureau Office of Acquisition and Assistance (M/OAA) with services for foreign operations. We are hiring a Senior Acquisition & Assistance Professional to join our team and to support the A&A Lab as a Procurement Analyst with the primary task of creating the Lab Index. Immediate tasks include:

  • Track and update A&A Lab tracker with correct templates, forms, documents, and links, assessing need of relevant documents and how to best organize them as an index for wider Agency use.
  • Understand background and requirements of all A&A actions from cradle to grave and their operational functions.
  • Develop logical keywords for the Index to re-route user to topics related to what they are working on.
  • Assess and analyze A&A holistically (i.e. think through each A&A process and the templates, memos, documents related to this process) and be able to transfer that knowledge in a way that can be outlined clearly in the Index.
  • Collaborate with FSN's and A&A staff to compile samples of associated A&A tasks; ability to discern which sample is full and ideal for Agency use (i.e. merge documents or create all-inclusive templates).
  • Able to manage the process of collaborating with Mission workers to gather information and documents needed for Index use.
  • Organize documents across the A&A Lab repository (business process improvement site).
  • Work across M/OAA teams and various Missions.
  • Support the planning of management process to manage the index after it is established.
  • Candidate must have a strong understanding of acquisition and assistance, ideally in a development assistance context and current operational knowledge (CO/A&A) with the Agency
  • Candidate has broad and extensive A&A experience having worked at multiple USAID Missions or in one Mission for a significant period of time (i.e. over 10 years).
  • Must have strong writing skills; and a background of federal procurement is preferable.
  • Candidates must have strong computer skills, including proficiency in document organization tools such as Google workspace or Microsoft Office Suite.
  • Skill in the use of most elements of desktop and cloud-based office productivity software (e.g., word processors, spreadsheets, and presentations) is required.
  • Have had demonstrated leadership experience providing oversight, training, coaching, and management of personnel.
  • Have engaged extensively with all sectors of a USAID mission, including technical offices, program offices, and Mission leadership.
  • Broad experience working across USAID development portfolios.
  • Holds an undergraduate degree or higher from an accredited school.
  • Ability to work effectively with individuals from diverse backgrounds and perspectives.
  • Must successfully complete government background investigation for facility access.
