Overview

Modern Technology Solutions, Inc. (MTSI) is seeking a Nuclear Command, Control, and Communications (NC3) Systems Engineer who supports Office of the Undersecretary of Defense for Research and Engineering (OUSD R&E) Principal Director for Integrated Network Systems of Systems, specifically NC3. They will support enterprise efforts to develop and maintain a roadmap to improve and modernize the NC3 architecture located in Alexandria, VA.

Responsibilities

As the Nuclear Command, Control, and Communications (NC3) Systems Engineer you will support Office of the Undersecretary of Defense for Research and Engineering (OUSD R&E) Principal Director for Integrated Network Systems of Systems, specifically NC3. You will support enterprise efforts to develop and maintain a roadmap to improve and modernize the NC3 architecture.

Primary responsibilities are:

  • Support the identification, evaluation, and tracking of new and ongoing R&D efforts for technology areas of interest to NC3.
  • Participate in three to four NC3 working meetings per week.
  • Provide weekly highlights to government officials.
  • Assist with development of talking points / info papers to senior R&E leadership.
  • Interface and collaborate with OUSD (A&S) for the NC3 Capability Portfolio Management Process and support the NC3 Capability Portfolio Guidance (CPG) process.
  • Interface and collaborate with the NC3 Enterprise Center Support the development of and maintain a technology development plan and roadmap.
  • Perform/assist secretariat duties for the NC3 Research and Development Working Group (RDWG).

Qualifications

Required Experience:

  • 12+ years of professional experience.
  • Strong oral and written communication skills are required.

Desired Experience:

  • Expert in NC3 systems, mission threads, and technologies applicable to the NC3 mission.
  • Experience with: National Event Conferences, Continuity of Operations (COOP)/Continuity of Government (COG), National Military Command Center (NMCC) and/or National Leadership Command Capability (NLCC).
  • Experience supporting the White House Communications Agency (WHCA).
  • Expertise in dynamic mesh networking.
  • Expert in developing system solutions to complex and challenging DoD problems.
  • Experience leading planning/execution of complex mission and system analysis efforts.
  • Familiarity with the Joint Capabilities Integration Development System (JCIDS) and Planning, Programming, Budgeting, and Execution (PPBE) processes.
  • Experience in supporting technical, managerial, or operational fields and have expert credentials or be recognized as an authority and have the mature judgement required to advise senior government personnel.

Education Requirement:

  • STEM Bachelor's degree; Master's degree.

Clearance Requirements:

  • Active TOP SECRET clearance with eligibility for Sensitive Compartmentalized Information (SCI).
  • U.S. Citizenship is required for this position.
